BASIC FUNCTION:
The incumbent, under the general direction of the Library Director, manages the operations, staffing, and services within the Community Services Division which includes the North Pole Branch Library, Children’s Services, Young Adult Services, and Reference and Adult Services. May assume full responsibility for all library activities in the absence of the Director.
TYPICAL DUTIES:
1. Oversee and manage the operations of the Community Services Division. Train and provide guidance to staff on library security.
2. Develop, implement, and review division policies and procedures and monitor them for compliance with Borough policies and procedures.
3. Make recommendations and participate in the formulation and implementation of Library administrative, personnel, and operational programs and procedures.
4. Exercise managerial authority over all division employees, in cooperation with respective functional supervisors, including but not limited to hiring, training, discipline, and employee evaluation. Some staff work at a remote location or perform their duties off-site.
5. Prepare and administer annual division budget and maintain expenditure control.
6. Develop short- and long-term goals and objectives for the division; evaluate results and recommend changes accordingly in order to provide effective, efficient services to the community.
7. Coordinate with other division managers to deliver services as effectively and efficiently as possible. Work with management team to continually assess the balance of traditional services with information technology opportunities and consider the potential impact of emerging trends in public libraries.
8. Facilitate and coordinate services and programming for the libraries.
9. Manage effective use of the Library’s information technology resources to improve organizational productivity and customer service in collaboration with the Fairbanks North Star Borough (FNSB) Digital Services Department.
10. Collect data for evaluation and preparation of statistical reports, as a tool to evaluate and enhance services.
11. Select materials in assigned areas of the collection. Provide public assistance at the Reference desk and elsewhere as required.
12. Consistently strive to ensure that library facilities are responsive to user needs, offer appropriate work and meeting spaces, and maintain a welcoming environment.
13. Represent the Borough at meetings and hearings as appropriate. Ability to meet at various locations on short notice.
14. Perform a wide variety of professional library services.
15. Coordinate with other staff and agencies to increase awareness of services through community outreach activities.
16. Pursue opportunities to establish partnerships with other community agencies to mutually benefit delivery of programs and services.
17. Represent the library in local, statewide, and national activities and events that focus on public library services.
MINIMUM QUALIFICATIONS:
1. Master's degree in library science from an ALA accredited university/college.
2. Five (5) years of recent experience as a professional librarian with emphasis on public services, of which three (3) years must have been at the supervisory level. Public library experience preferred.
3. Minimum of three (3) years of experience in the use of integrated library systems (Sirsi/Dynix experience preferred). Demonstrated experience in library public relations for programming, in social media applications, and in online tools. Experience with library information delivery technologies preferred.
4. Responsible supervisory background, including ability to manage remote and off-site service and program delivery; management experience in a collective bargaining context preferred.
5. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST.)
KNOWLEDGE, SKILLS, AND ABILITIES
1. Knowledge of budget and grant preparation and monitoring.
2. Demonstrated ability to clearly and concisely prepare formal oral and written reports and to provide one-on-one training as well as large group presentations.
3. Familiarity with public library practices and principles.
4. Ability to deal effectively and courteously with complaints.
5. Demonstrated ability to establish and maintain effective working relationships with management, coworkers, federal and state officials, and public and private groups.
