    SUMMARY/OBJECTIVE

    The Community Based Services Manager is responsible for overseeing the direct implementation of one or several existing programs (Pasitos, Padres Unidos, Via Esperanza Family Resource Center), as well as contributing to the development of new programs with a Whole Family Approach orientation. This includes the monitoring, understanding and facilitating the integration of community resources to improve the overall well-being of low-income community members. This position is responsible for analyzing data and developing reports to multiple funders including local, state and federal partners. Assists with grant development & departmental budget oversight. Will be responsible to provide supervision of program managers, coordinators, program staff and volunteers. This position will represent the Director of Services, as assigned or in their absence.


    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES include the following but not limited to the following:

    • Oversees the delivery of work plans for assigned Community Action's program areas, including management of direct service staff and use of program resources.
    • Manages activities including planning and promoting Community Action's opportunities for children, families, community residents, business sector and educational systems in Sonoma County.
    • Promotes awareness of critical factors and solutions to poverty in our community in multiple settings, including schools, churches/faith groups, events, neighborhood groups and partner organizations.
    • Develops and maintains a positive team working environment with staff.
    • Day to day supervision of direct service staff, including clarifying roles and responsibilities, performance management and evaluation, training and career development.
    • Completes and/or ensures database entry of client data and prepares required progress reports for funders in a timely manner.
    • Attends community meetings and makes presentations related to reducing poverty and increasing access for underserved children, youth, individuals and families
    • Under the direction of the Director of Services, monitors and evaluates program outputs and outcomes, assuring funding requirements have been met in a timely and effective manner.
    • Under the direction of the Director of Services, monitors program budget expenditures and communicates relevant budget issues to the Director in a timely and comprehensive manner
    • In collaboration with the Director of Services, analyst, grant development team, prepares and submits required correspondence to funding agencies, collaborative partners, and other appropriate agencies.
    • Develop, facilitate or participate in relevant community committees, advisory groups and coalitions to further the goals of the Agency.
    • Work collaboratively with the Director of Services and Agency administrative staff to maintain required record keeping and timely submission of invoices and timesheets and other relevant documentation.
    • Participate in Agency Strategic Planning process as needed.
    • Attend training, in-services, conferences, and other meetings as requested and needed.
    • Responsible to implement performance standards within their department programs and support the organization implementation process
    • Other duties as directed.

     

    WORK ENVIRONMENT: The position will be based at the primary program office with some travel required to various locations throughout Sonoma County. Drive to and work at off-site program or community locations of varying accessibility. The noise level in the work environment is usually moderate and can be noisy at times.

    Requirements

     

    QUALIFICATION REQUIREMENTS:

    • Experience: Minimum combined three years of direct service delivery and program management of services for low-income people, to include the direct supervision of frontline staff.
    • Education: BA or BS degree in a social services related field (psychology, counseling, social work, anthropology, etc.)
    • Comprehensive familiarity with the social issues and barriers that hinder low-income people from achieving economic stability.
    • Two year experience monitoring non-profit program budgets.
    • Ability to work effectively and with sensitivity in multicultural environments.
    • Advanced proficiency with computer applications, including Microsoft Office and Google suite applications
    • Excellent oral and written communication skills with the ability to make presentations to community and organization groups.
    • Strong team orientation and experience with resolving problems in a collaborative manner
    • High integrity and mature approach to interpersonal relationships.
    • Possession of a valid California driver's license, good driving record and the use of properly insured vehicle, per California requirements.
    • Available for occasional evening or weekend hours.

    DESIRED QUALIFICATIONS: 

    • MA/MS degree in a social services related field
    • Early Childhood Education preferred. 
    • Fluent in both English and Spanish
