    JOB SUMMARY: 
    Perform diverse duties of an advanced and specialized nature and provide advice and direction to managers and employees regarding a broad range of HR related County policies with an emphasis on compensation strategies. Provides human resources leadership to the department by driving and executing advanced level professional personnel work which requires the use of discretion and independent judgment in making recommendations and decisions.
    TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
    • Meet with and advise County leadership, HR Director and department management regarding County Compensation strategies, market studies, re-classification reviews, FLSA, and job description updates.
    • Advise management on appropriate market ranges and recommended individual pay rates.
    • Compare pay structure to comparators. Conduct market analysis and develop market ranges based on best practices. Complete and respond to external compensation surveys.
    • Assist departments in the development of career/salary progression strategies.
    • Analyze salary advancement and special work assignment (job detail) requests.
    • Analyze staffing data to identify critical recruitment and retention challenges.
    • Collect and examine detailed information on job duties.
    • Ensure pay is fair and equal. Research and respond to inquiries into salary discrepancies and/or compensation related concerns.
    • Analyze position management requests and determine position assignment, FLSA status, and appropriate hiring range.
    • Develop and present compensation training to managers, supervisors, liaisons and employees.
    • Review and approve salary for new applicants consistent with Pinal County Policies and compensation plans.
    • Assess the nature of department requests to reclassify positions, new position creation and/or job description reviews/modifications.
    • Prepare clear and concise reports including compensation reports, compensation studies, market study reports, and benchmarking reports as assigned.
    • Assist the HR Director in developing and maintaining a comprehensive compensation plan for the County that is responsive to the many factors impacting the County's workforce and that complies with changing laws and regulations.
    • Develop and manage an automated Compensation database.
    • Review, verify and process changes, updates, and modifications to the compensation plan, reports and database as necessary. 
    • Assist in all aspects of the recruitment and on-boarding process as assigned. Conduct a wide range of HR related activities as assigned to include but not limited to applicant screening, training, recruitment, benefits, retirement, financial and budget activities.
    • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information. 
    • Deliver exceptional customer service and demonstrate ongoing collaboration through personal accountability, commitment and teamwork.
    • Perform other related duties as required.
    MINIMUM REQUIREMENTS TO PERFORM WORK:
    • Bachelor's Degree in Human Resources Management, Public or Business Administration, or a related field.
    • Four (4) years of professional Human Resources experience of which two (2) years must include compensation analysis, database management, planning and management activities, conducting market studies, benchmarking and developing comprehensive organizational compensation strategies.
    • Or an equivalent combination of education and experience.
    • Professional Human Resource Certification may substitute for a one year of the education or experience requirement.
    • Valid Arizona State Driver's License at the time of employment.
    Preferred Qualifications:
    • Certification as a Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) from the Human Resources Certification Institute, or Certified Professional (CP) or Senior Certified Professional (SCP) from the Society for Human Resource Management (SHRM) or the International Public Management Association for Human Resources (IMPA-HR).
    • Three or more years as a Compensation Specialist.
    • Experience as a Compensation Specialist in the public sector operating within an established set of Government Compensation standards.
     
    Knowledge, Skills and Abilities:
    • Knowledge of standard theories, principles, concepts, practices, and procedures within Human Resources (e.g., recruitment, benefits, and compensation).
    • Knowledge of Federal and state laws and regulations relating to public sector personnel (e.g., Equal Employment Opportunity, Americans with Disabilities Act, Fair Labor Standard Act, Family Medical Leave Act, and Age Discrimination Employment Act)
    • Knowledge of HIPAA and COBRA federal regulations.
    • Knowledge of Microsoft Office Software (i.e., Excel, Word, Access) and other complex programs essential to performing daily activities.
    • Knowledge of public sector personnel rules and principles.
    • Skill in working with highly sensitive, confidential, and emotional situations and assignments.
    • Skill in handling multiple projects simultaneously and using good judgment in prioritizing work assignments.
    • Skill in communicating effectively and empathetically with individuals under challenging and/or adverse circumstances.
    • Ability to maintain data integrity and quality work products.
    • Ability to establish and maintain effective working relationships with County employees at all levels and the general public.
    PHYSICAL DEMANDS:
    The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.

    Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.
