Compensation Director is responsible for the design, implementation, and ongoing evaluation of the organization's compensation programs, including base pay, incentive pay, and performance management programs. Leads the compensation function and works with senior management to ensure that compensation strategy and programs support the organization's business objectives, meet all legal requirements, and deliver value and equitable pay. Being a Compensation Director develops compensation budget for assigned areas and manages budget after it is approved. Establishes data collection and analysis processes for market, pay equity, and other compensation studies. Additionally, Compensation Director may be responsible for entire organization or for one or more major segments of a larger organization. Requires a bachelor's degree. May require a Certified Compensation Professional (CCP) certification. Typically reports to a head of a unit/department. The Compensation Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Compensation Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Essential Functions and Objectives:

    Directs the development and administration of district’s compensation practices and programs, developing solutions that are externally competitive and internally equitable. Works collaboratively with team and department leadership to develop and implement a compensation philosophy and related policies. Provides strategic consultation on compensation operations, including but not limited to, the administration of incentive pay, salary increase cycles, salary setting and job classification.

    • Manages the District's compensation functions, ensuring alignment of the District’s business strategies and organizational goals with a competitive market position.
    • Directs the development and maintenance of organizational salary structures, incentive programs, job classification and salary setting guidelines; oversees the implementation of compensation and classification procedures in order to ensure consistency and standard application across the District.
    • Educates leaders, managers and employees on the District's compensation philosophy, overseeing related messaging and leading a team of staff to build consultative and collaborative relationships across teams.
    • Leads annual forecasting efforts for incentive programs and salary increase cycles; ensures development of accurate analysis and costing for various scenarios as they relate to compensation and salary administration; presents data and recommendations to district leadership and during bargaining unit negotiations.
    • Works across Human Resources teams to develop a merit-based performance system that aligns annual performance cycles with annual compensation cycle.

    • Evaluates market data and industry trends, seeking opportunities to enhance the competitiveness of the District’s compensation; oversees and guides team’s participation in annual salary surveys and benchmarking of key jobs.
    • Manages annual compensation planning, identifying priority projects and goals and determining and allocating appropriate resources.
    • Directs day to day activities of the team, providing coaching and support as well as guidance for escalated issues.
    • Collaboratively develops and recommends changes to district policies, guidelines and contract language; makes recommendations for improvement to programs and service delivery.
    • Ensures that all compensation-related activities are in compliance with applicable laws, District and government regulations and industry best practices.

    Knowledge, Experience & Other Qualifications:

    • Two (2) or more years experience in progressive management experience with demonstrated success developing and managing strategy, re-engineering operations and processes, and leading change initiatives.
    • Three (3) or more years of management responsibility experience.
    • Three (3) or more years experience in compensation administration to include management of a variety of compensation and incentive programs as well as the creation of related policies and guidelines.
    • Three (3) or more years experience in progressive employee/labor relations experience in a large organization with several diverse work groups represented by labor organizations.
    • Experience in the following human resource areas: collective bargaining, employee relations, employment law, grievance handling, policy interpretation, alternative dispute resolution, and arbitration.

    • Expert knowledge of compensation-related laws and regulations.
    • Experience in analyzing data, and using this data to for process and program improvements and to inform strategy.
    • Outstanding facilitation and communication skills, including ability to inspire others.
    • Superior leadership, coaching and mentoring skills.
    • Strong interpersonal skills and ability to work with individuals at all different levels in the organization.
    • Self-starter/leader who can anticipate department needs in a proactive (versus, reactive) manner.
    • Strategic planning and organizational development knowledge and skills.
    - Ability to develop, plan, and implement short- and long-range goals, establish priorities, and organize resources.
    • Excellent skills in Microsoft Office/Google products including Excel and Google Workspace.
    • HRIS systems knowledge ( e.g. Infor, Oracle) and experience with other compensation related software.
