Compensation Director is responsible for the design, implementation, and ongoing evaluation of the organization's compensation programs, including base pay, incentive pay, and performance management programs. Leads the compensation function and works with senior management to ensure that compensation strategy and programs support the organization's business objectives, meet all legal requirements, and deliver value and equitable pay. Being a Compensation Director develops compensation budget for assigned areas and manages budget after it is approved. Establishes data collection and analysis processes for market, pay equity, and other compensation studies. Additionally, Compensation Director may be responsible for entire organization or for one or more major segments of a larger organization. Requires a bachelor's degree. May require a Certified Compensation Professional (CCP) certification. Typically reports to a head of a unit/department. The Compensation Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Compensation Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Description
    The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky's current and future workforces.     The cabinet is seeking to fill a Workers’ Compensation Specialist position located within the Department of Workers’ Claims, Division of Specialist & Medical Services.

    The preferred candidate for this position will demonstrate the ability to handle multiple projects simultaneously, analyze problems, communicate clearly and concisely, and work cooperatively with a team.

    The preferred candidate should have an extensive knowledge of digital document conversion projects involving microfilm and microfiche.

    Job duties include:
    • Serve as a resource for employees, employers, injured workers, medical community, insurance carriers, and self-insurers. Informs citizens of rights and obligations under workers compensation law and administrative regulations.
    • Investigates citizen complaints. Assist stakeholders in navigating the departments Litigation Management System (LMS).
    • Assists workers in gathering information and in the completion of applications for benefits under the Workers’ Compensation Act. Communicate by phone and email with employers, employees, the medical community and the legal community to collect and disseminate information pertinent to workers compensation injury claims.
    • Aid with intervention for parties to facilitate communication or the exchange of information to expediate the speedy delivery of benefits and payment of medical bills.
    • Serves as liaison with physicians, arbitrators, and others in the public and private sector on the administration of workers compensation programs. Examines and researches Workers’ Compensation laws and regulations to provide consultative assistance to Chief Administrative Law Judge and Staff.
    • Gathers information and complaints regarding non-compliance with KRS Chapter 342 regarding fraud, insurance coverage, as well as possible unfair claims violations.
    • Provides documentation for the Chief Administrative Law Judge to facilitate the communication of hearing information to expediate the speedy delivery of services to claimants.
    • Performs other duties as assigned.

    Minimum Requirements
    EDUCATION: Graduate of a college or university with a bachelor's degree.

    EXPERIENCE, TRAINING, OR SKILLS: Must have four years of professional administrative experience in worker's compensation, the administration, processing, and/or adjusting of workers compensation claims or medical claims, or legal or paralegal work in the preparation, administration or processing of workers compensation cases.

    Substitute EXPERIENCE for EDUCATION: Additional experience in the above areas will substitute for the required education on a year-for-year basis.

    SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess and maintain a valid driver's license to qualify for appointment in this classification. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.
    Working Conditions
    Work is performed primarily in an office setting but will occasionally require travel throughout the state.
    Probationary Period
    This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
