    JOB SUMMARY: S111

    Job responsibilities require the incumbent to serve as a subject matter expert and adviser in a variety of complex human resources laws, policies, procedures, practices, functions and systems. Work is performed with latitude for independent judgment and decision-making.

    ESSENTIAL FUNCTIONS:
    Acts as a key resource and resolves complex problems with management and staff in the administration of Human Resource Department programs and functions. Reviews, evaluates, recommends, and develops programs, policies and procedures regarding human resource management issues. Keeps abreast and ensures compliance with all federal, state, and local employment laws, including, but not limited to Family and Medical Leave Act (FMLA), Americans with Disabilities Act Amendments (ADAA), Fair Labor Standards Act (FLSA), Fair Credit Reporting Act (FCRA), Affirmative Action (AA) and Equal Employment Opportunity (EEO). Interprets and applies federal and state laws, policies and procedures in order to provide information and advice and resolve conflicts/concerns for ECUA departments and employees. Coordinates and participates in the resolution of specific policy-related and procedural problems and inquiries. Counsels individuals in order to inform them of options, opportunities, benefits and rights. Conducts and assists in employee meetings, including investigating, presenting case materials and preparing responses.

    Conducts assigned investigations when violations, allegations, complaints or concerns are made known.

    Participates in the resolution of conflicts and other employee issues by identifying and partnering with management in reducing or eliminating root causes.

    Conducts special research studies, as assigned; obtains data, evaluates alternatives, makes recommendations for action, and prepares written reports of findings.

    Recommends, develops and maintains human resource databases, computer software systems, and manual filing systems.

    Responsible for vendor/carrier invoices, reconciling benefits accounts and providing budget projections as requested.

    Oversees and maintains personnel files and personnel transactions; maintains software and a complete database of personnel information; generates a variety of reports as requested.

    Recommends, develops, and implements procedures or forms for accurate and complete transactions and record maintenance.

    Benefits
    Responsible for all benefit and retirement programs from plan design through day-to-day administration; including 457(b) retirement savings plans, group medical, dental, and life insurance, disability plans, flexible spending accounts, tuition reimbursement, and employee assistance plan.

    Oversees and administers leave requests and accommodations requiring specialized attention, particularly those arising under the FMLA, ADA, state and local leave laws, and short-term and long-term disability plans.

    Prepares, tracks, and manages FMLA records. Handles intake of FMLA leave requests, sends required notices, forms and letters, determines employee eligibility. Coordinates with supervisors and managers to evaluate the need for potential accommodations and provides support for all employee leave of absences (LOA)/ADA needs to include open communication with employees, supervisors and managers.

    Responsible for ensuring compliance with federal, state, and local laws.

    Responsible for assisting with the development and coordination of the wellness program and related activities.

    Compensation
    Responsible for the administration of the performance management system. Works with executive staff, managers, supervisors and other HR staff to develop and implement effective workforce development and staff planning, including compensation, performance development, career development, succession planning, and career progressions

    May conduct special research studies, as assigned; obtains data, evaluates alternatives, may participate in the recommendation process for action, and may prepare written report of findings.

    Employee Relations
    Receives human resources inquiries and concerns from employees and departmental staff; through friendly, professional customer service skills, ascertains the nature of the request, assists, or directs to the appropriate resource.

    Assists with the employee relations process by interpreting, applying, and explaining policy, rules, regulations, and provisions of the workplace; may assist in facilitating grievance and dispute resolutions process to effect equitable solutions.

    Confers with executive staff, managers, supervisors and other HR staff to assess needs, solve problems, explain services, and interpret policies, procedures, laws, and regulations.

    Recruiting
    Responsible for full life cycle recruiting, to include prescreening of job applicants, partnering with hiring managers for recruiting and selection, preparing requisitions, exam plans, and job postings. Schedules interviews with hiring managers, sends interview invitations to selected applicants. Prepares interview documents for interview team including scoring sheets with category ratings, and interview questions. Conducts interviews. Obtains proper approvals after candidate selection; and prepares documents to facilitate making job offers. Contacts new hires and prepares and sends instructional letters for onboarding process. Maintains NeoGov process from posting to candidate selection, to onboarding process.

    Coordinates pre-employment and promotional physical examinations, drug screenings; reviews medical results and advises departmental staff/hiring manager of employment suitability. Schedules and/or administers skills testing; coordinates and evaluates background check and motor vehicle report records; compiles collected data, reviews results, and approves or defers to the Director of Human Resources and Administrative Services, as required.

    Coordinates and conducts initial employee orientation sessions for new hires.

    Coordinates with third-party staffing agencies to secure temporary staffing based on departmental needs.

    Provides career counselling, resume assistance and mock interviews for employees.

    Identifies and participates in external career fairs, and coordinates ECUA career fairs.

    Provides feedback and guidance to external candidates pertaining to ECUA's application process.

    Accurately enters and maintains data in Tyler Munis throughout the selection/hiring, promotional, demotion, and transfer processes.

    Prepares, collates, and files documents in a timely and accurate manner.

    Participates on radio talk show broadcasts to promote ECUA job openings, application process, benefits, bid openings and events.

    Risk Management
    Reports to the Risk Manager.

    Communicates and provides timely reports to the Risk Manager and Director of Human Resources and Administrative Services.

    Manages the Workers' Compensation Program for all workers' compensation claims, compliance, day-to-day tracking, reporting, meeting with employees and communicating with state, government, and insurance affiliates.

    Coordinates and administers ECUA's Drug-Free Workplace Program.

    Administers the Emergency Haz-Mat Driver Call-Out Roster Incentive Program.

    Monitors and maintains current driver license information for safety sensitive and ECUA Department of Transportation (DOT) licensed employees. Requests and reviews annual Motor Vehicle Reports (MVR). Monitors and tracks points on driver licenses (DLs).

    Creates and maintains claims' files, recordables, and claims' related invoices. Reconciles and processes claims. Monitors budget.

    Drafts risk management related board resolutions. Assists Risk Manager with Requests for Proposals (RFPs). Assists Risk Manager with auto and general liability claims, as needed.

    Acts as a liaison between ECUA, its insurance carriers, adjusters and claimants regarding the status of claims.

    Conducts accident investigations; evaluates accident causes; works with departmental staff to identify workplace hazards, prevent accidents and mitigate losses to persons and property; maintains complete and current statistics on accident frequency severity, costs and trends.

    Administrative duties include preparation of reports, maintaining computer programs, preparation of payment vouchers, file preparation and claim documentation, along with updating claim activity for the life of the claim.

    Utilizes effective customer service and communication skills with employees, customers and claimants.

    Works with law enforcement agencies in the investigation of accidents and thefts involving ECUA vehicles and property. Obtains police accident investigative reports and other reports for file documentation.

    Visits accident scenes to inspect properties and buildings to gather information on claims and to determine areas of risk and makes appropriate recommendations; takes photographs of damaged properties, contacts or meets with employees, contractors, claimants, brokers, repair firms and other organizations to obtain pertinent information or coordinate claim activities.

    Communicates with various contractors and vendors in an effort to engage their services for emergency response to mitigate ECUA claims. Maintains recordables' database.

    Maintains ECUA's Emergency Response Plan (ERP) manual.

    Prepares subrogation documentation for loss recovery related to ECUA property damages caused by others. Maintains loss recovery files and records loss recovery totals in an excel spreadsheet.

    Works with Risk Manager to gather statistical information related to claims and prepares quarterly risk management metrics.

    Disaster team member duties as assigned.

    All other duties as assigned.

    Minimum Qualifications

    Bachelor's Degree in Human Resources Management, Labor and Industrial Relations, or a related field is preferred; or any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.     Five (5) years of related and progressively more responsible or expansive work experience is preferred in human resources disciplines such as: employee relations, recruitment, benefits administration, compensation, risk management, workers' compensation, training and development, administration, project management, data and/or statistical analysis, and/or program development and implementation.

    Intermediate proficiency in computer skills and software applications including Microsoft Office (Word® and Excel®) and Windows is required. Working knowledge of Tyler Munis, NeoGov, HRIS, RMIS or Kronos systems a plus.

    Certification as a HRCI - PHR or HRCI – SPHR; SHRM-CP or SHRM-SCP is preferred.

    • Applicants with a high school diploma only must have at least 5 years of progressively responsible HR experience (as noted above).
    Applicants with an Associate degree only must have at least 4 years of progressively responsible HR experience (as noted above).
    Applicants with a Bachelor's or Master's degree in Human Resources Management, Labor and Industrial Relations, or a related field must have at least 2 years of progressively responsible HR experience (as noted above).

    License:
    Possession of a valid driver license
