Compensation and Benefits Director manages the design, implementation, administration, communication, and ongoing evaluation of the organization's compensation and benefits programs, policies, and procedures. Ensures that compensation and benefits programs support the organization's business objectives and meet all legal requirements. Being a Compensation and Benefits Director develops and manages compensation and benefits budgets. Oversees compensation processes, including survey participation, job evaluation, salary structure development, base pay administration, incentive plan design and analysis. Additionally, Compensation and Benefits Director manages benefits planning and programs including health and welfare, retirement, and work life. May select and manage outsourced providers. Requires a bachelor's degree. Typically reports to top management. The Compensation and Benefits Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Compensation and Benefits Director typically requires 3+ years of managerial experience. Assistant Workers' Compensation Examiner, WCB Item #3011

    Candidates must have one year of permanent competitive or 55b/c service in a title designated as appropriate for transfer in accordance with Section 70.1 of the Civil Service Law. Transfer eligible titles include but may not be limited to: Office Assistant 2, Office Assistant 2 Calculations, Office Assistant 2 Keyboarding.

    Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.

    Candidates must have a high school diploma or GED AND one year of full-time general office experience*.

    • Qualifying experience: For the purposes of this examination, general office experience includes tasks such as preparing correspondence, reports, statements, and other material; operating office equipment; answering telephones; verifying, recording and processing forms and documents such as contracts and requisitions; and performing general clerical duties according to established procedures.

    Duties Description
    Under the direction of the Senior Workers’ Compensation Examiner, the Assistant Workers’ Compensation Examiner will provide essential support for the Statewide Conciliation Bureau. The duties of the Assistant Workers’ Compensation Examiner will include, but are not limited to, the following:

    • Validate proposed decision work requests to conciliation to ensure the case is appropriate for resolution in conciliation.
    • Ensure that work requests for proposed decisions are accurately labeled with proper action codes.
    • Assist the Senior Examiner and Examiners with distributing conciliation work requests for proposed decisions as well as notice of stipulated decisions to the senior attorneys and judges who work in the Central Conciliation queue.
    • Review and reassign work requests based on the needs of the department.
    • Accurately record and keep a shared calendar of all time off for conciliators and judges.
    • Review documents in the case file, identify and correct information as needed. Perform necessary telephone outreach to stakeholders for additional information needed for the issuance of proposed decisions.
    • Perform database maintenance functions; accurately make appropriate changes to Case and POI Maintenance and Form Info fields.
    • Keyboard Proposed Decisions and Notice of Stipulated Decisions into CIS, ensuring proper format and grammar.
    • Examine objections to proposed decisions and review Claims’ requests for corrections and cancellations, and pursuant to baseline procedures, ascertain proper routing for handling.
    • Process incoming mail, faxes, and emails in accordance with Baseline (Oracle) Procedures. Review mail received via fax to ensure that all pages have WCB case numbers on them and that the document is scanned into the appropriate case file.
    • Answer telephone calls promptly and with proper telephone etiquette, skills and techniques; ascertain the nature of the inquiry; and assist all callers with simple enquiries and/or questions and refer more complicated questions to the Senior Attorney or one of the judges for further resolution as appropriate.
    • Assist in providing phone coverage for Conciliation staff.
    • Handle incoming and outgoing correspondence for Conciliation staff.
    • Responsible for tracking and distributing performance evaluations and probation reports for all Conciliation staff to ensure that each performance evaluation and probation report is completed and submitted in a timely fashion and adheres to Board personnel policies.
    • Perform clerical tasks for the Senior Compensation Claims Referee – Conciliation and the Supervising Law Judge - Conciliation as needed. This includes such things as filing, faxing, copying, scanning, and searching computer applications to obtain information to assemble reports in support of the conciliation staff.
    • Assist the Local Office Support Unit (LOSU) in the event of absences to ensure hearings proceed in an efficient manner.
    Assist with any special projects assigned under the direction of the Senior Compensation Claims Referee – Conciliation and the Supervising Law Judge - Conciliation.
