POSITION DESCRIPTION: Reporting to the Office of the General Counsel, the Compliance Coordinator will be the primary lead in the initiation, development, operationalizing, maintenance, communication, and training regarding compliance activities. The Compliance Coordinator will also assist in the risk management activities of the university. While leading on all compliance matters, the Compliance Coordinator will work specifically with Campus Public Safety regarding crime statistic reporting as federally mandated by the Clery Act. This position is responsible for creating and managing a thorough campus-wide Clery Program, including collection, analysis, and distribution of data according to the federal regulations within the Jeanne Clery Act. The Compliance will integrate activities and work with Campus Public Safety (CPS), General Counsel (GC), Dean of Students, Student Health and Wellness Center (SHWC), University Housing, and other SOU departments and outside agencies to compile and accurately classify crime statistics for the Annual Security and Fire Safety Report, and ensure compliance with applicable laws. This position will process requests for records per applicable guidelines and Oregon State Laws. SOU understands that Clery experience is unique and is willing to train the right person and will pay for an individual to complete a certification program related to Clery. Minimum Requirements Bachelor of Arts or Bachelor of Science Degree or equivalent. Two years of experience as an administrative specialist or executive support specialist, which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR An equivalent combination of training and experience. One year of postsecondary education may be substituted for up to one year of the experience. No criminal Record. Ability to attend and obtain Clery training and certification. Demonstrated ability to analyze and interpret data from several sources. Excellent organizational and oral/written communication skills. Knowledge of and ability to use software applications to extract, compile, and display data from databases and files. Excellent PowerPoint and Excel skills -Excellent public speaking/training skills Demonstrated ability to maintain a high level of confidentiality and professionalism at all times. This position is designated as a critical, security-sensitive, or safety-sensitive position; therefore, the incumbent must successfully complete a Criminal Background Check. Preferred Requirements Prior knowledge and experience with Clery Act compliance. Prior training in Clery Act compliance. Risk Management Experience. Knowledge of Oregon Public Records Law Essential Functions Duties - The following examples are typical work activities that are meant to illustrate the general range of work functions and are not meant to be all-inclusive or restrictive: (60%) CLERY ACT CONSULTATION AND PROGRAM ADMINISTRATION Develop institutional policies, procedures, and tools to ensure SOU compliance with the Clery Act. Research current and emerging trends/changes and best practices regarding institutional implementation of federal Clery Act regulations to comply fully with the law and its regulations. Work collaboratively with Campus Public Safety to gather crime reporting statistical data for review and classification. Establish and oversee a consistent and accurate method of collection data. Cross-check data from multiple reporting entities, removing redundancies. Work with internal departments to develop and review policies and procedures to comply with Clery Act regulations and requirements. Coordinate with internal departments to maintain a comprehensive list of all buildings or land owned or controlled by the university and maintain a campus map with current Clery Act geographical designations. Ensure that SOU's disclosures to students, employees, families, and the public are timely and easily understandable and are coordinated with the University's Threat Working Group (Director of Campus Public Safety, Dean of Students, Equity Grievance & Title IX Coordinator, Director of Student Health and Wellness Center, and General Counsel). Perform internal audits to ensure Clery Act compliance; participate in and respond to external Clery Act audits and develop corrective actions as appropriate. Monitor university publications and social media platforms to stay informed about Clery related activities, such as training events, geographic updates, and new program development. Maintain Clery Act compliance website. Monitor daily activity reports and case reports to ensure proper Clery Act crime statistic classification. Prepare the Annual Security and Fire Safety Report in compliance with federal Clery Act regulations, including, but not limited to: Crime statistics, Law enforcement authority, University policies and procedures regarding emergency response and notification, crime prevention and awareness, assistance for victims, and disciplinary process, Fire statistics and suppression systems. Submit complete and accurate data for the annual Department of Education Campus Safety and Security Survey. (15%) CLERY TRAINING Design, develop, and deliver training materials across campus, including follow-up with all necessary personnel to ensure completion of ongoing required training and remedial training in compliance with the Clery Act. Collaborate with internal parties to design, develop, and deliver educational and preventative training about alcohol abuse, marijuana abuse, drug abuse, sexual violence prevention, bystander intervention, and any other preventive or educational topic required by law (i.e., Clery Act, Drug-Free Schools and Communities Act, Title IX, Violence Against Women Act, etc.) Attend training and work with other universities to identify and implement best practices regarding Clery Act compliance. Research training opportunities to remain current with changes to Clery Act requirements to remain the university authority for the Jeanne Clery Act. (25%) DUTIES INCLUDE Work with internal university partners to initiate, develop, operationalize, maintain, communicate, and train on compliance matters. Excellent organizational and time management skills with the demonstrated ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines. Excellent computer skills and proficiency with a variety of computer applications including word processing, spreadsheets, databases, online systems, social media platforms, Internet as well as online calendaring and email. Demonstrated ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds. Willingness to and work effectively in a heavily bureaucratic environment which requires regular interaction with a number of levels within the organization and multiple outside agencies. Working knowledge or ability to quickly learn, university infrastructure, policies, and procedures. Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude. Physical Demands Normal office activities such as sitting/standing at a desk, using a computer, answering phones, and communicating in person both in writing and via phone with others. Special Conditions Must be willing to travel and attend training programs off-site for occasional professional development. Must be able to work additional hours and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
