Clery Compliance Coordinator

Job Summary
Report on behalf of the University in accordance with the Clery Act, Higher Education Opportunity Act, and Higher Education Act. Oversight of compliance strategies, procedures, and requirements such as annual security reports, crime logs, and crime statistics.
DUTIES AND RESPONSIBILITIES
Clery Act/HEO/HEA – 75%

Develop, implement, and administer action plans and strategies for the entire campus in accordance with the Clery Act and associated regulations. Implement and develop procedures through collaborative efforts with various University units.

Responsible for the Division of Public Safety’s Title IX compliance by serving as a centralized contact point for the department with the University’s Title IX Office. Submit reports and information via the University’s Online Reporting structure.

Serve as the University resource by responding to inquiries and resolving Clery Act compliance problems. Meet regularly with the Office of University Legal Counsel to discuss Clery issues.

Coordinate with Campus Code Compliance and Fire Safety to ensure compliance with HEA Fire Safety regulations.

Ensure compliance with the Daily Crime and Fire Log requirements.
- Evaluate effectiveness of programs and procedures and make necessary adjustments; resolve issues with tact and diplomacy. Analyze, interpret, and resolve compliance issues.
- Revise and update University policies and procedures to ensure compliance requirements are met. Develop and implement procedures and record-keeping systems to support the University's compliance in accordance with the Clery Act.
- Conduct a quality control review of a variety of administrative documents and/or transactions. Review and analyze forms and documents to determine adequacy and acceptability of information provided. Serve as records custodian for all Clery Act files and documents.
- Stay abreast of pending changes to the Clery Act and applicable laws and new regulations to determine the impact on the University, faculty, staff, and students. Stay abreast of pending and final changes to the Clery Act as well as other applicable laws and regulations affecting Clery Act provisions.
- Consult and interact with other institutions, federal agencies, and entities outside of the University to discuss best practices, compliance concerns, and regulation interpretation; implement best practices when applicable.
- Coordinate the annual Administrative Clery Committee meeting and create the itinerary with input from the Assistant Chief of Administrative Operations. Prepare reports and updates to be presented to committee.
- Coordinate the update of the University's Clery Geography on an annual basis. Make changes to Clery Maps as needed and verify accuracy of On-campus and Non-campus properties owned or controlled by the University. Works with appropriate University units to update Clery Master Geography List.
- Participate in the University's Annual Emergency Planning Exercise to ensure compliance with Clery regulations. Documents the annual exercise as acts in the role of "Logistics" during said exercise.

Maintain annual certification in the Clery Compliance Officer Certification Program through the National Association of Clery Compliance Officers and Professionals.
- Attend annual networking and training sessions along with other Big Ten Clery Compliance Coordinators.

Manage the Big Ten Clery email listserv and participate in monthly conference calls with the other Big Ten institutions.

Identify Campus Security Authorities (CSA) and coordinate their training.

Train key institutional stakeholders on requirements of the Clery Act.

Assist with developing mandated training and educational programs.

Document and maintain records of training for regulatory compliance.

Create appropriate communication and information to be provided to CSAs throughout the year.

Compose substantive reports and correspondence. Assist administration in the preparation of proposals and various reports.
Clery Act/HEO/HEA – 25%

Review and examine crime and disciplinary referral data from various internal and external sources, such as the Office of Student Conflict Resolution, CSAs, and other law enforcement agencies. Work with Public Safety Records Division to ensure proper classification of crime incident reports.

Send annual requests for crime statistics to all Campus Security Authorities at the end of each calendar year and provide survey link for their responses.

Prepare, publish, and distribute the Annual Security and Fire Safety Report for the University. Ensure the institution maintains accurate records on security awareness and crime prevention programs and presentations.

Prepare and submit crime statistics annually to the Department of Education through their survey collection.

Review all University Police and Campus Security Authority reports to determine if they are Clery reportable incidents and require a Timely Warning ("Campus Safety Notice"). Document reports for audit trail as well as create and maintain files for each Emergency Notification ("Illini Alert") and Timely Warning ("Campus Safety Notice") that are issued.

Minimum Qualifications

Bachelor’s degree in Communications, Criminal Justice, Emergency Management, or related field.

A total of three (3) years (36 months) in education, training and/or work experience complying with the requirements of the Clery Act.

Basic Clery Act Training course completion (required within 6 months of hire date).

Demonstrated experience in a position with a focus on compliance programs, procedural or policy administration, or data analysis and reporting.
- Demonstrated professional experience with records management and/or maintenance.
Preferred Qualifications

Four years professional experience analyzing and interpreting law enforcement records.
- Experience with complying with requirements of the Clery Act.
- Experience with compliance programs in a higher education setting.
- Demonstrated project and/or program management experience.

Clery Compliance Certification (required within 18 months of hire date).
Knowledge, Skills and Abilities

Knowledge of the Higher Education Opportunity Act (HEOA) and Higher Education Act (HEA) guidelines, policies, and compliance requirements.
- Familiar with Title IX Regulations and the Violence Against Women's Act (VAWA).
- Strong written and verbal communication skills.
- Knowledge of basic business administration and public administration.
- Basic knowledge of current law enforcement and criminal justice organization and operations.
- Working knowledge of the University's structure, organization, and administration.
- Working knowledge of public relations principles.
- Working knowledge of Division of Public Safety policies and procedures.
- Working knowledge of various software and web-based programs; Microsoft Word, Access, Excel, Banner-related processes.
- Working knowledge of Division of Public Safety records systems.
- Working knowledge of keyboard layout.
- Highly developed organizational skills.
- Excellent interpersonal skills.
- Acute attention to detail.
- Demonstrated ability to work with a wide variety of individuals from diverse backgrounds and perspectives.
- Ability to effectively handle critical situations in a productive and effective manner.
- Conflict management skills (necessary to identify resolutions that satisfy the needs and interests of involved departments while also prioritizing campus community).
Appointment Information
This is a 100% full-time Civil Service 5002 - Program Coordinator position, appointed on a 12-month basis. The expected start date is as soon as possible after 1/15/2024. Salary is commensurate with experience.
