    POSITION SUMMARY: This position requires electrical utility background.
    The Safety & Regulatory Compliance Coordinator has responsibility for field safety compliance practices, OSHA compliance, conducting crew/employee safety audits and accident/incident investigations, as needed. This position has shared responsibility for the Rural Electric Safety Achievement Program (RESAP) to ensure compliance with safety policies and regulations by conducting monthly inspections of vehicles, tools, facilities, substations, and monitoring housekeeping standards. In addition to the safety functions, this position will occasionally assist in conducting classroom/field safety and technical training programs in accordance with OSHA compliance, industry-specific regulations and company-specific policies and procedures.

    Education

    Minimum 

    2 Year / Associate Degree

    Major:

    Safety, Occupational Safety and Health, Risk Management, Science, Business Administration, or closely related field. Technical school graduate or certification from a safety education and training program.

     

    Minimum

     

     

    Journeyman Lineman Certification or Journeyman Qualified

    Preferred 

    Other

     

    CSP, CUSP, or equivalent certification

     

     

     

    Experience

    Minimum 

    Four years progressive experience in a workplace safety, safety inspection, technical training, or compliance position with an electric utility, including experience in conducting crew/employee safety audits, facility inspections, tool and vehicle inspections, substation inspections and safety accident/incident investigations.

     

    Preferred 

    Experience or similar work with an electric utility or related industry.

     

    Education and/or Experience Notes

    Safety or Journeyman Line Technician experience may be substituted for the required education/experience on a year-for-year basis.

     

    Required Certificates, Licenses, and Registrations

    • OSHA 30 Certification (Obtain within 2 years)
    • National Safety Council (NSC) Defensive Driving Instructor (Obtain within 2 years)
    • Certified Loss Control Professional (CLCP) (Obtain within 4 years)

     

     

     Other Requirements

    • A valid Florida driver’s license for regular driving privileges of a company vehicle; must have and maintain an acceptable driving record as determined by SECO Energy.
    • Experience conducting training and presenting to large groups in a classroom or field environment.
    • Flexible to work irregular or after-hours and weekends for assignment completion and to change scheduling and report to work on short notice during emergency situations.
    • Knowledge and experience with working at heights requirements and regulations, ladder safety, slip, trips and falls programs, electrical safety, defensive driving, etc.
    • Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities. Normal work hours shall be eight (8) hours between 7:00 am and 5:00 pm, Monday through Friday.
    • Successful completion of pre-employment background check, physical and drug screen.
    • Working knowledge of OSHA standards and regulations, including 29 CFR Part 1910.269 (Electric Power Generation, Transmission, and Distribution) including NIOSH, NFPA70E, DOT, Hazcom, Personal Safety Equipment, NAPA70-E for electrical, OSHA 10 and/or OSHA 30.

     

    Driving Requirements : Valid Florida Driver’s License     

     

    Knowledge, Skills, and Abilities 

    • Ability to function in a work environment using computer systems, copiers, electronic mail, and telephone systems.
    • Ability to use experience and sound judgment to identify unsafe work practices, incidents, safety violations and other concerns and use independent judgment and discretion to discern and communicate findings in a clear and concise manner.
    • Highly developed written, verbal, and interpersonal skills to effectively instruct safety and technical training programs in both classroom and field applications and to interact with all levels of employees, public officials, and the general public.
    • Must be highly organized, detail oriented and manage time effectively and adhere to strict deadlines and maintain a high level of confidentiality.
    • Proficient using Microsoft Office Suite: Excel, Word, Outlook, PowerPoint, etc. ability to acquire working knowledge and use of applicable corporate programs as they relate to the position.
    • Strong working knowledge in the construction, operation and troubleshooting of electric distribution facilities (overhead and underground); training of DOL, OSHA and DOT regulatory material training requirements related to electric utilities including clearances, working space and maintenance requirements of the National Electric Safety Code, OSHA requirements and familiarity with the National Electric Code.
    • Solid analytical ability, identify alternative solutions commensurate with responsibilities; ability to accurately prepare all types of business correspondence, design and produce reports; analyze and interpret job related business periodicals, safety rules and regulations and apply information to SECO business practices.
    • English is the primary business language. Second language in Spanish is desirable.

    Essential Duties and responsibilities

    • Promote the Rural Electric Safety Achievement Program (RESAP). Manage and/or assist with coordination of required on-site inspections and record keeping, as directed. Engage in training to be a RESAP Inspector to assist the Florida Cooperative RESAP team to conduct onsite inspections at other Cooperatives using independent judgment and discretion in application.
    • Perform regular quarterly safety walkthroughs and inspections of Cooperative facilities, substations, vehicles and tools for safety protocol adherence, compliance and report findings and recommended corrective actions to the Manager of Safety & Risk Management. Perform regular monthly employee/crew safety audits and hazard assessments; track observations and provide reports to the Manager of Safety & Risk Management.
    • Manage and/or assists in the development and instruction of the Line Technician Apprentice Training program, all technical training and refresher training programs for the Cooperative Trades and Crafts personnel.
    • Manage and/or assists with instructing safety and technical classes as required, including but not limited to CPR/AED, First Aid, Forklift, Rigging and Lifting, Fall Protection, Confined Space, Lock-Out Tag-Out, Trenching and Excavation, Pole-Top Rescue, Defensive Driving, etc. Engage with vendors for training requiring external resources.
    • Manage and/or assists with planning and conducting all safety training programs to meet company goals and regulatory requirements; keep abreast of pertinent changes in Cooperative policies and procedures, laws and regulations and electrical codes.
    • Engage in emergency response training, policies, procedures, and drills, as directed.
    • Manage and/or assists in evaluating personal protective equipment, critiquing drill responses, on-site response to medical emergencies, as directed.
    • Manage and/or assists with accident/incident investigations and reporting, as directed, and coordinate incident investigation efforts with personnel. Investigations may occur during normal working hours and/or after-hours and weekends. Submit findings to Manager of Safety & Risk Management for final review. Writes and presents reports such as accident/incident reports, research findings, special hazards reports, etc., to the Manager of Safety & Risk Management.
    • Analyze and provide interpretation for employees/management regarding SECO safety rules and work methods, Occupational Safety and Health Standards (OSHA), National Electric Safety Code (NESC), Federal Motor Carriers Safety Administration (FMCSA) regulatory issues.
    • Be an advocate and promote safety policies and procedures in the daily work of employees. Promote compliance with local, state, and federal rules and regulations to assist in creating a zero injury/incident safety culture across the organization. Be a timely resource to all Cooperative personnel for safety, training, and regulatory information.

    This position entails commuting to and from all field and site inspections, call-out responses, training held at other sites, and medical emergencies. As part of the emergency response team, this role is required to respond during times of emergencies and/or safety-based incidents. Outside of incidents/emergencies, this role may involve working occasional evening, night, weekend and/or holiday hours. This position may be frequently exposed to working near moving mechanical parts, work in high, precarious places, work in confined spaces, and inclement weather conditions. May be occasionally exposed to wet, humid conditions, fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock, vibration, and insects.

     

    Approximately 20% of the job function is performed in an office environment requiring normal safety precautions.  80% of the job function is required in the field conducting crew/employee safety audits and accident/incident investigations and assisting in classroom/field safety and technical training programs.
