    Job Summary

    The Research Compliance Manager (RCM) reports to the Vice President of Research and provides leadership, management, and subject matter expertise for research compliance programs. Responsible for ensuring university-affiliated activities follow applicable federal, state, sponsor, and university policies in the areas of human subjects, animal care and use, animal facility operations, drone use in research, and the responsible conduct of research.

    Essential Duties and Responsibilities

    Provides leadership, management and proactive direction for Research Compliance by providing leadership, development, and implementation of strategic plans, establishment of priorities for research security initiatives and administration.

    Ensures research is reviewed, approved, and conducted in accordance with appropriate government regulations and guidance, funding agency specific guidelines, institutional policies, and accreditation standards. Maintains efficient and compliant processes for the review, approval, and oversight of subjects in research.

    Oversees an institutional committee including assigned staff. Attends meetings and serves as a subject matter expert on Federal regulations and institutional policy during deliberations.

    Creates and updates policies and procedures.

    Develops, documents, and maintains business practices associated with research and other compliance programs.

    Ensures implementation of new practices in accordance with Federal requirements and institutional best practices.

    Develops training programs for faculty, staff, and students and coordinates compliance training activities for the research community.

    Interprets Federal regulations and institutional policies regarding research studies and other areas of compliance.

    Advise the AVP-Research, on national trends and enforcement activities affecting the research enterprise, including those involving foreign activities.

    Promote international research collaborations in a manner that is consistent with applicable laws and regulations.

    Manages the workloads of the Research Compliance division for the review, processing, and record keeping for IRB, IACUC, IBC, Export Controls, RCR, cyber security, and other needs as written into grant contracts or unfunded research conducted by TAMUK personnel.

    Serves as a liaison to outside agencies and University units to ensure programs are in place to meet Federal, institutional, and accreditation requirements. Submits reports.

    Prepare reports as necessary for the Associate Vice President for Research (VPR) including outcomes of annual assessments. Immediately report any material compliance issues to the AVP-Research and other applicable compliance staff and leadership.

    Conducts site visits to ensure compliance with approved activity plans and applicable regulations.

    Works with facility managers and investigators to maintain study and housing location compliance with regulatory standards.

    Effectively participate on campus-wide committees addressing compliance activities in this portfolio and work with appropriate academic and non-academic units to implement solutions.

    Act as a representative for the VP for Research to coordinate with institutional units regarding research compliance program responsibilities and obligations.

    Minimum Requirements

    Education - Bachelor's degree in applicable field or equivalent combination of education and experience.

    Experience - Six years of related experience.

    Knowledge of - Knowledge of word processing, spreadsheet, and database applications.

    Ability to - Ability to multitask and work cooperatively with others. Strong communication and organizational skills

    Preferred Qualifications

    Education - Master's degree in an appropriate area and six years of relevant experience; or a bachelor's degree in an appropriate area and eight years of relevant experience.

    Experience - At least six years of related experience. Experience managing research security or compliance programs within an academic institution

    Knowledge of -

    Extensive knowledge of compliance principles, terminology, and regulatory requirements that affect the research endeavors of academic research institutions required (e.g., IRB, IACUC, IBC, Export Controls, etc.).

    Knowledge of word processing, spreadsheet, and database applications.

    Export Compliance Professional (ECoP) Certification,

    Certified IRB Professional (CIP) or Certified Professional in IACUC Administration (CPIA).

    Ability to -Attention to detail and dependability are essential.

    Supervision of others

    This position generally supervises employees.
