Position Summary:
The HSE Specialist is primarily responsible for ensuring regulatory compliance by overseeing the Company’s compliance programs. The HSE Specialist will assist with ensuring compliance with safety and health programs.
Candidates must live in or around the Corpus Christi area.
Position Responsibilities
Compliance Related Responsibilities:
- Knowledgeable in local, state, and federal regulations applicable to bulk liquids terminals, pipelines, marine, and rail loading. Primarily PHMSA and USCG regulations related to pipelines, breakout tanks, and marine loading.
- Develop, implement, update and evaluate compliance policies and programs to ensure full compliance.
- Train and coach employees and local supervisors in Company compliance policies, programs, and procedures.
- Work closely with local leadership to facilitate field compliance with established procedures and practices.
- Identify and communicate safety and compliance requirements and risk to Company leadership. Recommend control measures as appropriate.
- Represent the Company, as warranted, with certain stakeholders.
- Prepare for and participate in scheduled and unscheduled audits and inspections by external regulatory agencies.
- Conduct internal compliance audits and safety evaluations; present results to leadership.
- Plan, execute, and evaluate drills as required by spill response and emergency response plans.
- Track, analyze, interpret, and present compliance performance data to employees and leadership on a regular basis.
- Prepare and submit timely regulatory reports and documentation as required by regulatory agencies. Maintain current, accurate, and complete records.
- Participate in incident investigations and workplace assessments. Ensure timely closure of action items.
- Administer operator qualification program
Other Responsibilities:
- Implement safety programs to prevent or correct unsafe working conditions.
- Develop, implement, update and evaluate safety policies and programs to ensure full compliance.
- Administer safe work programs including (but not limited to) energy isolation, personal protective equipment, hot work, confined space entry, fall protection, permit to work, and electrical safety.
- Conduct internal safety evaluations; present results to leadership.
- Administer and/or conduct compliance and safety training for employees and contractors
Position Qualifications:
Extensive knowledge of the following:
- Pipeline safety: 49CFR192, 49CFR195, TRCC
- Marine loading: 33CFR105/154
- Rail loading: FRA 49CFR172/174
- Emergency response programs: NIMS training, ICS management, Spill response
- Personal safety: OSHA 1910
- Strong oral and written communication skills
- Strong leadership and problem solving skills
- Skilled using Microsoft Office programs, including Word and Excel
- High school diploma or GED and 12 years of related experience OR Bachelors degree in related field and 7 years of related experience
- Experience in hazardous liquid pipeline and marine terminals required
*Important** Terminal is 24/7 operation. HSE Specialist will be on call and may need to report to the terminal to assist with emergencies or unplanned events. Must be able to work in a collaborative environment both on-site and remote which will include participation in unscheduled discussions on an as needed basis.
Physical Demands and Work Environment:
Moderate Work: Work involves sitting, standing, and/or moving from one location to another. Typically includes exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Might include ability to climb, balance, bend, kneel, crouch, or crawl at differing elevations.
