Job Summary
We seek a Compliance Specialist to ensure compliance with all affordable housing program operations and required quarterly and annual reports. Reviews tenant files for compliance and maintains CCH policies and procedures in regard to Fair Housing, tenant selection, regulatory requirements, etc.
Key Responsibilities
- Review and approve move-ins, move outs, annual certifications and interim certifications for HUD, LIHTC and TBV programs.
- Process HAP requests for HUD subsidy; Implement gross rent changes; Process HUD special claims and repayment agreements.
- Participate in lease-up and special projects at communities managed by CCH.
- Provide support via phone, email or in person to Community Managers and Assistant Community Managers with regards to correct policies and procedures of program certification, as well as outstanding compliance related issues.
- Receive applications for housing from multiple communities within portfolio;
- Review applications for completeness and program qualifications;
- Enter data into Yardi software;
- Upload documentation into Yardi software;
- Send acceptance letter to applicants that are eligible for programs;
- Create removal documentation when applicants are not eligible for programs;
- Send pre-qualification letters to applicants when units become available;
- Enter waitlist comments for key activities and events;
- Verifies compliance with rules and regulations of various funding sources, fair housing standards and CCH policies and procedures
- Audit community files for accuracy and completeness; Conduct tenant file reviews, audits, onsite file reviews, track and complete certifications and input tenant certifications into YARDI.
- Performs quarterly on-site reviews of properties with variable and complex funding arrangements to include: Tax Credit, HUD project-based Section 8, Tax Exempt Bonds, AHP, RHCP, CalHFA, CDBG, NEF, MHP and other private and public sources.
- Assists with development and roll-out of agency-wide policies, procedures and processes that ensure compliance.
Qualifications and Requirements:
- High school diploma or general education degree (GED) and 2 years related housing experience OR BA from a 4-year college AND 1 years related experience or training; Bachelor's degree (B.A.) from four-year college or university preferred.
- Certified Tax Credit Specialist and Certified Occupancy Specialist (or equivalent) or willing and able to obtain certifications within 90 days of employment.
- 1-2 years of work experience in real estate or property management preferably in affordable housing is also useful because you are one of the principal liaisons between our compliance office, property managers, and leasing officials.
- A strong working knowledge of Fair Housing law, HUD regulations, the Low-Income Housing Tax Credit Program, and the Section 8 program.
- Broad knowledge of accounting principles and/or an accounts receivable background.
- Proficient with YARDI, Microsoft Office 365 platform and ability to quickly learn the organizations other systems
- Strong analytical and problem-solving skills.
- Strong interpersonal skills, including written and oral communications, listening, presentation, group facilitation, influencing and negotiations.
- Ability to resolve problems, handle conflict and make effective decisions under pressure.
- Excellent organizational skills, attention to detail and time management skills with a proven ability to meet deadlines.
- Ability to serve with integrity, professionalism, and confidentiality.
- Ability to prioritize tasks and consistently meet project deadlines.
- Remain familiar with current U.S. Department of Housing and Urban Development ever changing Federal Regulations as they relate to Affordable Housing programs
- Perform other duties as assigned.
- CCH conducts background checks on all candidates who have received a conditional job offer. Satisfactory completion of background check is a requirement of employment with CCH.
- A valid driver license, reliable personal vehicle, personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are essential job requirements.
Reporting Organizational Relationships
This position will report directly to the Compliance Manager and has no supervisory responsibilities.
Compensation & Classification
CCH is committed to paying competitive wages. The salary range for this position is $23.32 - $32.64 per hour. Based on CCHs Compensation philosophy, the majority of new hires are brought in at the minimum of the salary range. This position is based at the CCH Central Office - Walnut Creek.
