Main Purpose of Job
This position will manage and oversee the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Infectious Disease Prevention and Health Services Bureau (IDPHSB)’s Information Technology and Information Management functions, including the management of an expanding computer network. This position will function as a Chief Information Officer for the bureau, including providing programming, Microsoft�Server oversight,�physical/network security�telecommunications, and database support. This position will also be responsible for the presentation and analysis of statistical relationships within data. Finally, this position will be responsible for the procurement of all IT system hardware and software applications.
POSITION DUTIES
Perform Team Leader role for Spring Grove Hospital IT staff including, but not limited to assigning and reviewing work of staff, approving leave and signing , training employees and disciplining employees.�� Assign Help Desk tickets and other work to subordinate IT staff; personally, take sole responsibility for sampling Help Desk tickets; Monitor disposition of Help Desk tickets by Spring Grove Hospital IT staff to ensure that tickets are being handled according to OET standards and protocols. Management, maintenance, repair and implementation of new equipment technologies to Spring Grove Hospital campus computer network, microcomputer hardware, software, server hardware and software. Provide top tier support for IT resources utilized�by sites Door security system environmental control system and video surveillance system. Meet with the Deputy Director regularly to discuss general topics regarding work in progress and project status as well as any problems or concerns involving employee performance or client expectations.�� Report potential or actual issues concerning employees and clients and discuss options for rectifying.��� Meet with CEO, COO and Spring Grove Hospital leadership to review work required to meet Spring Grove Hospital goals and mission.� Consult about requirements and upcoming projects or initiatives of Spring Grove Hospital that require an IT component.
MINIMUM QUALIFICATIONS
Experience:��Four years and six months of experience,�three years of�experience�planning, integrating and maintaining software and hardware for local or wide area computer networks and�an additional eighteen months of experience�converting data from project specifications by preparing program code using generally�accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software. Notes:�� 1. Candidates may substitute graduation from an accredited�high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the additional eighteen months of the required education.� 2. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator equivalent certification program for the additional eighteen months of the required experience.�� 3. Candidates may substitute experience in one of the following areas on a year-for-year basis for graduation from an accredited�high school or possession of a high school equivalency certificated: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.�� 4. Candidates may substitute the possession of a Bachelor's degree in computer information technology, management information systems or other information technology related field, including course work in local or wide area computer networks, from an accredited college or university and three years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks for the required experience.�� 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and�Management specialty codes in the Information Technology�field of work on a year-for-year basis for the required�experience.
SELECTIVE QUALIFICATIONS
