The Preconstruction Design Manager (PDM) oversees the pre- and post-construction design services on all Design-Build projects. Also required is the ability and knowledge to effectively understand the design and construction process, relate and communicate closely with Team members from the Design and Engineering Services, Construction Operations, Government Representatives, Suppliers, Subcontractors, across multiple projects and locations nationwide. Requires a thorough understanding of Requests for Proposals (RFP) and Scope of Work (SOW). This individual through their activities will assist the team members in resolving project concerns, address design and regulatory issues, develop and nurture current client relationships and expectations, demonstrate the company's superior ability in providing Pre-Construction Services to potential clients. This person is the key contact between Valiant and their A/E firms and is responsible for ensuring that the A/E is adhering to all requirements while maintaining schedule and budget.
Essential Duties and Responsibilities:
Technical Knowledge: Acquire functional knowledge of government contracts, adhere-enforce regulations, and code. Upon RFP receipt, be able to quickly review and gain a complete understanding of the SOW.
Safety and Security: Understands necessity to keep certain project-related documents secure and files appropriately. Security is also observed in e-mail traffic (what documents are sent to parties outside the company).
Customer Service: Acts in a professional manner (both verbal and written) at all times as befitting a company representative. E-mails are concise, letters are properly formatted and well-written, submittal data are turned over in compliance with the contract and task order. Telephone conversations are informative to fit the subject matter being discussed and kept brief. Messages from customers and subcontractors to the management team are delivered promptly and accurately. Manager Site Investigation and Existing Building Surveys with Owner & Design Teams. Prepare site investigation work books, conduct teleconference with government representatives, and travel to sites for field investigation of projects leading teams of architects and engineers, conduct interviews with government officials and end users, coordinate with the construction team on feasibility, ensure completeness of investigations, resolve issues and review risks.
Profit Management: At each design stage, work with estimating group or construction team to identify any items that may be a cost issue, or out of scope items. Effectively manage Design Consultants in timely submission of deliverables to avoid any project delays that may impact construction durations. Closely monitor and manager Valiant personnel costs during the Pre-Construction phases to stay within the pre-established Pre-Construction Budget.
Communication: Make sure all documents, e-mail, etc. are filed in a timely manner for future retrieval if necessary. Communication with individuals outside the project team office in the completion of tasks is required. Maintain relationship with construction team during construction to gain experience from field activities. Create a log of any items that were problematic during construction that could have been addressed during pre-construction.
Follows Company Policy: Company policy is observed at all times; any questions on matters of policy are discussed with the supervisor.
Team Player: Works in concert with other team members, doing their share of the work and meeting deadlines. Readily volunteers to help others with tasks during "downtime". Work closely with estimating group during proposal stage to properly allocated design management costs. Assist with cost estimating as needed, and identify any specialty material or equipment required; assist with cost gathering.
Post Design and Construction: Monitor progress with the site PM's, senior and regional construction managers; as required, participate in weekly progress meetings, assist with design issues or changes, and coordinate via the DOR. Facilitate resolution of site design questions, unforeseen construction obstructions with government communication, develop solutions, created delay letters, and assist with subsequent RFP and changes in the SOW.
