The State of New Hampshire, Department of Environmental Services, Water Division, Subsurface Systems Bureau has a full time vacancy for a Senior Scientist - Construction Inspection Supervisor.
Summary:
Administers environmental program objectives and diverse activities related to on-site wastewater treatment systems permit application processing, site inspection and the operation of these systems. Facilitates multimedia program coordination between Land Resources Management (LRM) Program groups and other bureaus and divisions within the department.

MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized college or university with major study in a field relevant to the program area in which position is assigned, such as the biological sciences, the environmental sciences, wildlife management, fisheries management, natural resource management, or a related scientific discipline. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Six years' experience in work as a professional scientist, biologist, or environmentalist performing research, or in a related field of specialization, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.
RECOMMENDED WORK TRAITS: Knowledge of the principles and practices of wastewater treatment. Excellent communication and management skills. Ability to perform field inspections.
Responsibilities:
Develops policies and procedures and provides oversight, technical expertise, and compliance assurance to regional inspection staff for the inspection and permitting of newly installed on-site wastewater treatment systems.
Investigates, evaluates, and recommends proper courses of action on deficiencies identified in on-site wastewater treatment system installations. Provides technical review of applications and engineering documents.
Administers regional inspector workload to ensure the timely completion of field inspections, coordinating activities, field equipment, personal protective equipment, and information technology devices used by regional inspection staff. Conducts site inspections as needed.
Ensures consistent application of laws and rules across the state through coordination and training of regional inspection staff. Evaluates work performance of regional inspection staff at least once per year, including assessing staff development needs.
Recommends proper courses of action on a wide range of permitting and compliance issues within the LRM. Provides liaison, coordination, and technical support. Communicates on a regular basis with plan review and enforcement supervisors to promote consistent messaging and incident resolution.
Conducts outreach activities and presentations regarding land resources permitting. Makes continuous and important contacts with consulting engineers, town and municipal officials, federal officials, and other state agency officials to resolve permitting questions and to secure acceptance or support of major bureau and departmental policies. Assists with developing outreach products and educational campaigns. Represents the department on state and national committees.
Develops recommendations for legislation and administrative rules that will protect the environment and public health.
Evaluates and recommends improvements to online permitting systems and other application processing activities.
Attends civic group meetings, public hearings, and legal hearings regarding on-site wastewater treatment systems. Prepares reports to support court cases and serves as an expert witness to support the interests of the department.
