Construction Management Representative

    Location: Delaware Water Gap National Recreation Area (north-south route on the New Jersey side)

    Salary Range:  $80,000-$95,000 DOE

    Period of Performance: 270 calendar days

    Project/Position Overview:

    OMR South: Approximately March 4 to July 2, 2024.  This project consists of road improvements for OMR South from the Worthington State Forest for 3 miles Northeast to just past the historic Calno School. The existing 20-foot-wide two-lane road is failing, the upper pavement surface is spalling, and large potholes exist throughout the roadway. The existing drainage swales have filled with sediment and composting vegetation since the last pavement project in 2002.

    OMR North: Approximately July 15 to October 31, 2024 OR March 3, to June 30, 2025.  OMR North will be milled 2" and overlaid with 2" of asphalt for approximately 3.7 miles. Work will include the removal of the existing pavement and base sections, excavation of wet or contaminated subbase, installation of underdrains and/or other drainage improvements, placement of new aggregate base and hot mix asphalt pavement binder and surface course, and line striping. These sections of OMR-N have an average width of 18 feet. This project will also include the replacement of steel-backed timber guiderail and several culverts and culvert headwall repair/reconstruction and the aprons. One parking area will also be paved (this work entails fill; no disturbance is anticipated).

    Responsibilities and Duties:

    • Provide technical assistance and support to CO during construction. 
    • Knowledge of and experience with construction practices directly related to historic stone masonry, road engineering and drainage features, and work around critical habitat and sensitive archeology.
    • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
    • Document issues encountered and problems experienced with the construction contractor. 
    • Review contractor's baseline and progress schedules.
    • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.  Understand and document pre-inspections, inspections during construction, and post inspections.
    • Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes.  

    Education, Knowledge and Skills:

     

    • 5 years Construction Management Experience preferred.
    • The cost estimator, have 5 years’ experience doing construction estimates, including heavy civil projects, and proficiency with common construction industry estimating software programs (eg, RS Means, PlanSwift, etc.)
    • Minimum of OSHA 30-hour construction safety training required.
    • Knowledge and experience with construction practices including applicable building codes, applicable safety regulations.
    • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
    • The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level.
    • The ability to define and document scope changes either required by the owner or a result of a differing site condition.
    • The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress.
    • Ability to evaluate payment requests as they relate to percentages/dollars/activities.
    • Ability to read, interpret, understand, observe, document, and confirm conformance to the Construction Contract, Plans and Specifications.
    • Familiarity with the use of Project Management software programs
    • Written and verbal communication, problem-solving, and conflict resolution skills
    • Average agility and dexterity. 
    • Knowledge of software including Microsoft Project, Word, Excel, and Primavera or equivalent scheduling software
    • Maintain a valid driver's license.
    • Ability to communicate effectively with a diverse range of individuals.
    • Ability to multi-task and prioritize in a fast-paced work environment.
