  • Duties

    Duties include but not limited to:

    • Accountable for integrating complex medical facility designs for architectural, civil, structural, medical gas, plumbing, mechanical, electrical, communications, fire safety, security, and specialized systems (nurse call, elevators, patient safety lifts, pneumatic tube, etc.).
    • Responsible for plans and designs in conformance with applicable codes and standards, as well as federal and state agency regulations, standards, specifications, and other criteria.
    • Supports development and implementation of Planning activation and lease management for the HCS of VHA policies, programs, and procedural documentation. Frequently it is necessary to integrate planning, scheduling, and coordination considerations to minimize disruption of diverse activities, provide for continuity of essential patient care functions, and avoid conflicts with other ongoing work, without undue economic disadvantage.
    • Participates in resolving complex technical issues which integrate multi-discipline activities throughout the facility as well as with outside organizations such as the Occupational Safety and Health Administration (OSHA), Department of Labor (DoL), Environmental Protection Agency (EPA), and the State Historical Preservation Office (SHPO).
    • Serves as the facility Health Care Planning Model (HCPM) and Strategic Capital Investment Program (SCIP) coordinator, ensuring a comprehensive planning process and development of sound solutions for projected gaps in care due to access, space, wait times, etc. The incumbent provides consultation, acquisition and construction phased services in Page 2 of 9 the preparation, approval, funding and execution of the Fargo VAHCS's SCIP, consisting of a portfolio of time-phased projects necessary for the execution of the Health Care System's 10-year master plan. Serves as technical expert in the integration of inputs from a variety of complex VA CFM (Construction and Facilities Management) and VHA OCAMES (Office of Capital Asset Management and Engineering Support) databases to realize the development and administration of Fargo VAHCS SCIP.
    • Manage planning and development of business cases, statements of work, and solicitations for leased spaces.
    • Works directly with Facilities Engineering staff to develop Minor Project applications that are comprehensive, defensible and in concert with local/VISN planning priorities. Serves as a Fargo VAHCS representative on Fargo VAHCS committees and work groups related to capital asset planning and design and construction funding.
    • Serves as a lead for Engineering planning and equipment projects, most often involving multi-site initiatives such as upgrades for compliance with new major codes, or site preparation for VISN-wide medical equipment purchases.
    • Provide advice to peers, subordinates, and administrators or managers to direct major project execution decisions. The employee manages all facets of construction and leasing project management (budget, schedule, procurement, quality, and risk) for the project including planning, design, construction, occupancy, and closeout.

    Physical Requirements: The duties of the position require visits to all areas of the medical center environment. Physical agility and manual dexterity are essential in that the incumbent must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project inspections and gathering of project design information. Inspections of hazardous environments require the use of respirators and protective clothing. The incumbent spends a significant portion of each day conducting field inspections; may often be required to personally oversee delicate or dangerous work in the field for long hours each day, such as overhead crane work, confined space entry, excavation and trenching, and high voltage field connections. The employee will be required to be responsible to carry all appropriate safety and/or testing equipment weighing up to 50 pounds.

    DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

    You may qualify based on your experience as described below:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the materials, methods, systems, and the tools used to construct objects, structures, and buildings; Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes; Plans, coordinates, and monitors construction projects and operations of considerable complexity that frequently require significant modification of standard practices and the use of nonstandard techniques; Driver's license required.
    Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination.     Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities.     Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations.
