    • Performs on-site surveillance of construction contracts.
    • Reviews contractor submitted reports for accuracy.
    • Reviews contractor submitted shop drawings for accuracy.
    • Conducts project plans and specifications prior to and during construction.
    • Conduct site investigations to determine program and project impacts.
    • Reviews contractor project schedule performance.
    • Reviews contractor project completion levels for pay requests.
    • Performs Safety and Labor surveillance.
    • Monitors contractor performance regarding environmental conditions.
    • Recommends solutions on conflicts between construction plans, specifications.
    • Reviews and recommends action on contractor information requests.

    In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     Specialized Experience: One year of specialized experience which includes: 1) Monitoring construction projects and implementing a Government Quality Assurance Program 2) Monitoring contractor's Quality Control and Inspection Program. 3) Reviewing assigned project documents and making recommendations to resolve complex construction problems. 4) Conducting inspections of construction sites to ensure compliance with project plans and specifications. 5) Implementing Government Safety Programs and monitoring Contractor performance in Safety and Regulatory Compliance Programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

    Education: One and a half years of graduate level education in a field directly related to the work of the position.

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
