Leadership Consultant- Special Education Liaison
  • Region 18 Education Service Center

  • REQUIRED QUALIFICATIONS:

    • Master's degree, Texas certification in Special Education and Mid-Management with at least five years administrative experience preferred; and quantifiable and clear experience improving student achievement.

    GENERAL RESPONSIBILITIES:

    The Leadership Consultant -Special Education Support, shall be directly responsible to the Director - Legal Framework & Special Populations and the Chief School Improvement & Accountability Officer. The Leadership Consultant shall provide a suite of initiatives and support by managing data and projects in the field for educators and students; assist and support disaggregation and analysis of regional data inclusive of special education and disproportionality; serve as a liaison between Region 18 local education agencies, Region 18 ESC and the Texas Education Agency; and assist LEA's with collaboration of general education and special education programs and/or services to ensure the advancement in the achievement with students with disabilities.

    • Support LEA's through the coordination of data analysis and implementation of targeted strategies that will have an immediate impact for serving students with disabilities.
    • Assist LEA's with the alignment of general and special education programs and services to ensure the advancement of the achievement of students with disabilities.
    • Plan, develop, conduct, and/or facilitate staff development designed to raise the level of student achievement in Region 18 LEA's.
    • Assist with compiling, analyzing, and/or interpreting data, such as student performance in relation to state standards and program evaluation, to attain program excellence.
    • Secure the aid of resource persons and consultants to supplement and enrich programs of local schools.
    • Assist with the development of procedures for evaluating the effectiveness of service center programs and recommend modifications as needed to attain ESC goals.
    • Keep abreast of current instructional practices and techniques, professional literature, and state and federal regulations related to job responsibilities.
    • Acquire, develop, and demonstrate new skills by participating in professional growth activities in cross-functioning teams.
    • Maintain open communication and confidentiality in accordance with the Texas Professional Standards of Ethics.
    • Assist LEA's with enriching and improving student performance, effectively using elements of the planning process which include assessment, goal setting, objective development, resources, identification, timeline establishment, and evaluation design.
    • Exhibit a professional demeanor when communicating with clients.
    • Perform other duties as assigned by the Director Legal Framework & Special Populations, the Chief School Improvement & Accountability Officer and/or other ESC administrators.

    PERFORMANCE MEASURES:

    ESSENTIAL FUNCTION # 1: 80% of LEAs engaged in tailored support and assistance with ESC Liaisons show evidence of adequate improvement in targeted areas:

    Activities:

    • Assess and agree to the support and assistance to be made available to each individual site and/or collectively to a number of sites.
    • Schedule virtual and onsite meetings based on the goals of the team and stakeholders.
    • Tailor support based on needs of the team and systems stakeholders.
    • Assess the effectiveness of the level of support in meeting needs, goals, and context of the implementation effort.

    ESSENTIAL FUNCTION # 2: 80% of LEAs who engage in a reciprocal relationship with ESC Liaisons show evidence that connections are meeting intended needs.

    Activities:

    • Connect individuals or groups by providing advice and serving as a relational resource.
    • Maintain ongoing communication with people or groups whose connections are vital for the success of the implementation efforts.
    • Assess the effectiveness of connections in meeting the intent of the implementation efforts.

    SPECIFIC RESPONSIBILITIES:

    • Successfully embed and (4DX) processes to meet goals outlined in ESC Special Education Liaison Grant performance measures 1 and 2.
    • Working primarily with LEA special education and campus leaders, increase the knowledge, skills, and motivation of LEA teams to analyze data relevant to students receiving special education services and supports; identify a problem; reflect critically on end-user input, root causes and potential solutions; create a plan for improvement that includes sustainability of progress; and maintain a cadence of internal accountability.
    • Working primarily with LEA special education and campus leaders, identify target LEA needs relevant to students receiving special education services and supports and connect them to supports and resources that effectively meet those needs.
    • Deliver of facilitate regional professional development and support to LEAs regarding special education monitoring procedures and expectations, including review preparation and post-review follow-up, in coordination with TEA's Department of Review and Support; and participate in certification requirements with TEA's Leaders and Educators Addressing Disproportionality in Special Education (LEADS) initiative, including training sessions with grantee, training sessions with LEAs, and other duties as assigned (e.g. pre-work, debrief sessions, attending coaching sessions).
    • Prioritize, protect, and attend all required ESC Liaison week activities and participate in feedback loops and collaborative activities that connect policy and practice statewide. A maximum of three (3) Austin-week days may be missed for reasons other than personal leave with advanced approval from TEA grant program manager. These days are not required to be consecutive.
    • Complete one (1) observation that aligns to essential functions and follow-up debrief meeting with TEA Grant Manager annually.
    • Proactively seek information and resources for regional growth in identified areas of need and oversee the effective implementation of supports and services to improve classroom instruction for classes serving students with disabilities.
    • Design and implement a process for maintaining profiles for each LEA.
    • Assists in the development and implementation of an annual plan of services and regional SECIP and manages the metrics and deliverables for this project and report those to the Director of Special Education and Texas Education Agency as requested and submits required reports in proper format and within timelines.
    • Collaborates with the ESC Region 18 Special Education Director and component to coordinate regional functions and initiatives with statewide efforts.
    • Establish goals and objectives; develop and approve schedule, priorities, and businesses standards for achieving goals related to the priority projects and requirements.
    • Represents the region at meetings, conferences, and committees; conduct training and presentations related to state and federal special education requirements, recommendations, best practices as determined by department director.
    • Informs the Director of Special Education of current programs/services, personnel matters and client needs and assists to oversee the effective execution of support and services for special education.
    • Remains current and knowledgeable of educational laws, guidelines, and research.
    • Attendance at work site is required.
    • Perform other duties as assigned by the Director of Legal Framework & Special Populations, Chief Instructional & Accountability Officer and/or other ESC administration.

    ADDITIONAL CONSIDERATION:

    • Travel required to Austin and other ESCs across the state as directed by TEA.
    • Participate collaboratively with other 19 ESC's and TEA representatives to enhance services and support statewide.
    • Other travel required with the region as needed.

    Pay: $66,995.00 - $100,493.00 per year
