    CDChoices is seeking a Director of Human Resources and Compliance ("Director of HR") to join our team.

    Job Summary

    The Director of HR oversees HR strategy, people operations, and compliance. This entails aligning human capital with business needs, ensuring regulatory compliance, and fostering a positive and inclusive work culture. Working across all departments within the organization, the Director of HR fosters a culture that attracts and retains top talent, cultivating a strong and engaged workforce that ultimately drives overall success and growth. The role assumes critical responsibility for driving effective compliance programming strategies, policies, and procedures, encompassing legal, regulatory, technological, and operational domains. As a business partner to the CEO” and brand ambassador of the organization, the Director of HR upholds the vision, mission, and strategic plan. Adhering to Medicaid regulations and maintaining a robust compliance program are integral components of the role.

    Responsibilities

    Essential functions and responsibilities include, but are not limited to:

    HR

    • Engages in discussions about potential career advancement opportunities, highlighting growth prospects and avenues for skill enhancement across the organization
    • Develops and executes HR strategies aligned with the organization's goals, improving workforce development, recruitment, and retention
    • Fosters a culture of coaching and continuous improvement, including training and development
    • Assesses human resources performance metrics, recommending improvements to the leadership team.
    • Establishes employee performance evaluation systems aligned with organization goals
    • Partners with Senior Management to resolve program user and stakeholder grievances and concerns that cannot be addressed by staff
    • Oversees compensation and benefits programs, ensuring competitive salary structures, comprehensive benefits packages, and total rewards consistent with market demand, competitor practices, and organizational values
    • Uses HR data and analytics to make informed decisions, track key HR metrics, and drive Organization-wide policies and initiatives. Implements HR technology systems for improved efficiency
    • Ensures employees have the necessary skills to support the organization's strategic direction, aligning individual staff goals with overall business strategy

    Compliance

    • Creates, deploys, and manages a comprehensive compliance program specific to Medicaid guidelines. Ensures adherence to all applicable laws and regulations and stays updated on regulatory changes. Regularly assesses the organization’s processes and communicates updates to relevant departments for ongoing compliance.
    • Conducts regular internal audits to identify potential compliance gaps or issues related to Medicaid requirements. Establishes a system for reporting and responding to concerns, complaints, and questions related to the Compliance Program or allegations of fraud, waste, and abuse. Maintains organized, accurate records of Medicaid compliance efforts, including audit reports, corrective actions, and training.
    • Collaborates with departments to implement internal billing and reimbursement compliance controls. Works with the Chairperson of the Audit and Compliance Committee to ensure effective oversight of the Compliance Program. Reviews policies, develops internal controls, coordinates audits, and monitors compliance-related training and education.
    • Oversees compliance investigations and external audits. Develops and executes action plans to resolve any identified compliance deficiencies. Interacts and maintains positive relationships with Medicaid agencies and auditors during inspections, investigations, or audits.
    • Develops and conducts training programs for employees and stakeholders involved in Medicaid services. Prepares and presents regular compliance reports to the CEO, Senior Management, Compliance Committee, and Board of Directors, when appropriate, outlining the Organization’s compliance efforts and recommended improvements.
    • Works with the Compliance Manager to ensure compliance with regulatory bodies such as Medicaid, Department of Health, Office of the Aging, Managed Care, Departments of Social Services, and other professional review and standard boards.
    • Assesses the adequacy of the Organization’s corporate compliance plan framework to achieve goals and objectives.
    • Conducts SWOT analysis, implements security policies and standards, safeguards sensitive information, and maintains privacy and information security programs.

    Qualifications, Knowledge, and Skills

    Required

    • Bachelor’s degree in Human Resources, Business or related field.
    • Certification in human resources (SPHR, PHR, SHRM-CP, SHRM-SCP).
    • 10 years experience in professional operations and management
    • 5 years of professional experience in relevant laws, regulations, and industry standards, particularly related to people operations, employment law, New York State Medicaid, and self-directed and home and community-based programs.

    An equivalent combination of education and experience will be considered.
