Job Summary
The Web & Digital Content Administrator is a mid-level position within the Public Relations Department. Employees in this class are responsible for planning, organizing, establishing, and publishing content. They establish a consistent brand identity for the County with its online presence. They oversee marketing strategies to develop community engagement. They bring the components of a website design together, publish it online, and make sure it functions effectively and securely. This position is responsible for the maintenance of digital marketing platforms, including websites, social media accounts, etc. This position will support analyzing and tracking web and social media analytics and making recommendations that support the county’s goals. Web & Digital Content Administrators work closely with Technology Services to keep web page content and links up to date, find and fix web page problems, and implement website security measures such as firewalls or encryption.
Essential Functions

Creates and maintains internal and external websites in collaboration with web developers.
Manages internet and/or intranet infrastructure including but not limited to web, file transfer protocol (FTP), mail servers, and news.
Identifies useful site performance metrics; collects, tracks, records, compiles, analyzes, and reports site usage data.
Conducts user testing and use analysis to assess usability and effectiveness of the site; recommends improvements based on analysis.
Discusses, analyzes, reviews, and resolves usability issues in conjunction with development teams.
Communicate with site visitors and users regarding site updates, anticipated and unanticipated downtime, and resolution of bugs and outages.
Drafts, documents, and implements backup, recovery, and business continuity plans.
Maintains knowledge and expertise in web design and development; participates in professional conferences, workshops, and groups.
Manage and update biographies, features, events-related content, and other information across the public website, business listings, and internal and external digital platforms.
Works with the Technology Services department to monitor site security; reports suspected or actual security breaches and denial of service attacks to appropriate staff; ensures the implementation of appropriate security measures such as firewalls or message encryption.
Organize, upload, proofread, and manipulate (including minimal editing) copy and graphics.
Reviews web content, links, and design; provides necessary updates and enhancements promptly.
Manage the website’s content management system (CMS) and related configuration, features, functionality, data sources, and integrated applications to facilitate the recommendation and deployment of appropriate content marketing solutions.
Execute client alert, thought leadership, and similar e-marketing campaigns, from intake to content formatting and dissemination.
Incorporate SEO keyword and tag research into an evolved website content hierarchy to increase traffic and facilitate targeted campaigns.
Aggregate web and digital marketing analytics, including periodic and ad hoc reporting, coordinate with colleagues to create engaging copy for key audiences and set and assess performance against goals.
Maintain continuity of the county’s digital presence, ensuring content adheres to style guides and visual design standards, and platforms are brand compliant, functional, and current.
Monitor and communicate best practices and developments in digital content management and SEO with the Public Relations team.

Knowledge, Skills, and Abilities
Knowledge of web technologies, content management systems, languages, website design, website administration, and best practices.
Knowledge of Content Management systems, ability to administer content including copy, images, video embed, etc.
Knowledge of markup and programming languages including HTML, XML, Java, and CSS.
Knowledge of SEO and web traffic metrics; Experience with Google Analytics or similar analytics tools.
Skill with Microsoft Office Suite, Adobe Creative Suite, and other related software.
Skill in problem-solving and independent self-direction coupled with an aptitude for team collaboration and open communication.

Working Conditions
Work is typically performed in an office environment during regular office hours, but work scheduled for longer than 40 hours per week is not unusual. Prolonged periods sitting at a desk and working on a computer. Must be able to lift up to 15 pounds.
