We are seeking a highly skilled Business Analyst with extensive experience in managing website redesign and content management system (CMS) implementation projects within the Florida Department of Health (DOH) environment. The ideal candidate will possess a deep understanding of DOH procedures, protocols, and regulations, along with proven expertise in overseeing the procurement process for obtaining competitive quotes and managing the end-to-end lifecycle of website and CMS projects.
Responsibilities:
1. Collaborate with stakeholders within the Florida Department of Health to elicit, document, and analyze business requirements, user needs, and functional specifications for the website and web content management system redesign and implementation project, ensuring alignment with DOH objectives and priorities.
2. Leverage DOH-specific experience to navigate the department's organizational structure, policies, and processes, facilitating effective communication and collaboration among internal teams and external partners.
3. Conduct comprehensive stakeholder interviews, workshops, and requirements gathering sessions to ensure a thorough understanding of project objectives, constraints, and dependencies within the DOH context.
4. Translate business requirements into clear and actionable deliverables, including user stories, use cases, process flows, and functional specifications, with a focus on addressing the unique needs and challenges of the Florida DOH environment.
5. Work closely with project managers, technical teams, vendors, and external partners to validate requirements, clarify ambiguities, and resolve issues, leveraging DOH experience to advocate for solutions that align with departmental standards and regulations.
6. Assist in the evaluation and selection of vendors, contractors, and service providers by providing input on proposals, conducting vendor demonstrations, and assessing alignment with DOH-specific requirements and objectives.
7. Collaborate with design and development teams to review wireframes, prototypes, and system designs, providing feedback and ensuring alignment with business requirements, user needs, and DOH guidelines.
8. Support user acceptance testing (UAT) and quality assurance activities, including test plan development, test case creation, and defect tracking, to ensure the successful delivery of a high-quality solution that meets DOH standards and regulatory requirements.
9. Provide ongoing support to stakeholders and end users within the DOH environment, including training, documentation, and assistance with system adoption and usability, while adhering to departmental policies and procedures.
10. Maintain comprehensive documentation of project requirements, decisions, and changes, ensuring accuracy, traceability, and compliance with DOH guidelines and regulations.
Minimum Qualifications
1. Bachelor's degree in business administration, information technology, healthcare administration, or a related field. Master's degree preferred.
2. Minimum of 5 years of experience as a business analyst, with a focus on website redesign and CMS implementation projects within the Florida Department of Health or similar governmental healthcare agencies.
3. In-depth knowledge of DOH procedures, protocols, regulations, and standards, with a demonstrated ability to navigate the department's organizational structure and stakeholder landscape.
4. Strong analytical skills, with the ability to critically evaluate complex business processes, identify root causes, and propose effective solutions that align with DOH requirements and priorities.
5. Excellent communication, facilitation, and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and team members within the DOH environment.
6. Proficiency in business analysis techniques and tools, including requirements elicitation, process modeling, and stakeholder management, tailored to the specific needs and nuances of the Florida DOH context.
7. Familiarity with web development technologies, content management systems, and digital accessibility standards.
8. Experience with Agile or iterative development methodologies is preferred.
