  • Duties

    Major Duties include but are not limited to:

    • Analyzing, evaluating, and coordinating health care delivery systems and operations within the Service.
    • Responsible for the development, monitoring, and sustainability of new and existing clinical programs and their administrative functioning, and in the absence of the AO, the incumbent will be the primary sole point of contact (POC) with duties relevant to program management and analysis, providing direct program analysis support and direction to the ACOS of Medical Service and Medical Service Section Chiefs.
    • Participate/collaborate in Staff Meetings, committees, and conference calls as assigned and in the absence of the AO to stay apprised of current discussions and policies relevant to service functioning. Incumbent will be able to analyze data with little to minimal supervision and report findings to the Service AO and ACOS for Medical Service for identifying processes and performance improvements.
    • Must possess good communication and presentation skills, both orally and in writing. Assists the AO with all other duties as directed. Types, reviews, and edits outgoing correspondence prepared by the AO for grammatical accuracy, appearance, content, and conformance with regulations and correspondence policy as required. Incumbent will maintain correspondence, reports, and station memorandum, and policies. The incumbent will be able to gather information and data from a wide variety of sources. Will partake in telephone and conference calls of highly confidential nature.
    • Incumbent will serve as the Records Liaison for Medical Service.
    • Responsible for serving as the back up to the Medical Service Secretary and the secondary timekeeper for the Medical Service. The incumbent will be responsible for maintaining continuity of the many varied and complex functions of the Medical Service and providing technical service necessary to meet procedural and administrative needs in case of the Secretaries absence. The incumbent will also help to maintain schedules, record time and attendance and answer general timekeeping questions for the Medical Service.
    • Aids the Medical Service Administrative Officer in the tracking and validating of monthly billing statements originated service providers for the Medical Service Contracts and will be designated as a fund control point official for the service with invoice payment capabilities in the absence of the AO.
    • The incumbent will collect and validate service utilization data and ensures that management and clinical information systems are in place and functioning. Incumbent routinely communicates pertinent data and training needs to clinical staff and other Medical Center entities.
    • Builds spreadsheets using data extracted from computer programs and must possess expert knowledge and skill in the utilization of Access, Excel, MS Word, and Power Point programs. They will organize and present reports, findings, and recommendations to Service and Medical Center leadership in a clear and logical manor.
    • Responsible for all Service performance monitoring to include: electronic waiting list (EWL), note completion compliance/rate, clinic utilization, encounters close out and note reassignment, missed opportunities (cancellation and no-show rates), access, consult management, 7 and 14 day access monitoring, Ongoing/Focused Professional Peer Evaluation (O/FPPE) data for all FTEE, FEE and Contracted providers in the service, physician pay for performance data, and workload reporting time-lines.
    • Manage, track, and coordinate, the following administrative duties in support of the Service AO: DSS labor mapping, new clinic setup and deactivation, clinic profile modification, impromptu or informal staff training on core computer packages, and help desk request liaison/submission for IT issues.
    • Serves as the ADP Applications (ADPAC) point of contact (POC) for the Medical Service. The incumbent will assist the Service AO with ADPAC functions that include Vista/CPRS computer programs, and initial core programs. Incumbent supports the Service in utilizing and analyzing data and workload projections, identifies discrepancies, makes corrections, and recommends a course of action to assure accuracy and timeliness of future data input. Assist AO in formulating plans for data validation activities within the Service. Works with TMS to implement, modify, and troubleshoot the computer programs utilized by the Service and communicates the user needs to the Service AO.

    Qualifications

    To qualify for this position, applicants must meet specialized experience within 30 days of the closing date of this announcement.
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collect and validate service utilization data and ensure that management and clinical information systems are in place and functioning. Types, reviews and edits outgoing correspondence prepared by the admin officer for grammatical accuracy, appearance, content and conformance with regulations and correspondence policy as required. Builds spreadsheets using data extracted from computer programs and possess expert knowledge and skill in utilization of Access, Excel, MS Word, and Power Point Programs. Organize and present reports, findings and recommendations to leadership in a clear and logical manner.
    NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

    Preferred experience: Perform highly complex administrative duties relevant to Specialty Medicine's functionality, development, evaluation, and data/system management using programs such as Microsoft Word, Excel, Power Point, and Outlook. Able to navigate, analyze, and manage Power BI, VSSC, and other VISN and National Databases.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.     There is no educational substitution for the GS-06 level.

    A supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.     Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

    Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations.
