Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.     Under general direction, administers assigned contracts and required changes, ensuring compliance with government and/or commercial contract requirements. You will analyze estimates of material, equipment and production costs. Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements. Responds to inquiries regarding contract obligations and revisions. Initiates documentation to authorize work in accordance with contractual specifications. May do some contract negotiations.

    Your Challenge:

    • Review of customer inquiries, contract documents, contract terms and conditions and correspondence as part of the bid evaluation and subsequent proposal process.
    • Coordinate, prepare and write proposals for new contracts as well as changes to existing contracts. Develop pricing in support of EPD’s financial objectives and strategies. Support cost audits and price negotiations.
    • Participate in negotiation of those proposals. This includes negotiation of financial and administrative terms and conditions.
    • Maintain liaison with customers and internal personnel to expedite and coordinate proposal and contract activities. This includes clear written and verbal communications.
    • Manage customer relationships through review of program status and determine if actions with the customer are required.
    • Employ problem solving skills to effectively resolve issues with the customer and internal/project personnel.
    • Develop, implement and improve processes and systems to address contract review, administration, proposal development/processing, document flow, record keeping and terms and conditions.
    • Complete assigned tasks in a comprehensive fashion and in the time-frame specified.
    • Maintain appropriate records and documentations; track, monitor and report data to support proposal development

    What You Bring:

    • BS or BA in Business Administration or related field
    • Must be a US citizen and be able to qualify for a U.S. Government security clearance
    • 3-5 years’ experience in Government Contracting, Business Administration or related field
    • Proficient in Microsoft Office and Oracle. Strong project management, problem solving and analytical skills. Ability to handle multiple opportunities and meet strict deadlines with minimal supervision.
    • Working experience with Government Contracting principles
    • Working knowledge of FAR/DFAR/CAS terms and conditions
    • Working knowledge of Truth-in-Negotiations-Act (TINA) principles
    • Experience in customer negotiations and problem solving
    • Prior U.S. Government security clearance is a plus
