Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.     Role Description

    The Contracts Administrator is a professional responsible for preparing, negotiating, and reviewing company contracts, including sales, and business partnerships. They ensure compliance with legal requirements, analyze potential risks, by conducting research, preparing reports, establishing, and maintaining files and databases, handling information requests and customer contacts. Perform general administrative functions such as preparing correspondence and reports for customers and management.

    Responsibilities/Scope:

    1. Contract Administration:

    • Search various government websites for RFQ postings on a daily basis.
    • Conduct a preliminary review of the RFQ requirement to determine if the company has previously manufactured the item or if there is sufficient volume and monetary interest to warrant a review.
    • Bid package preparation for review; maintain bid calendar; submission of bids or no-bids – Word and Adobe
    • Submit Bids to DLA’s DIBBS system.
    • Develop and maintain bid/contract physical and electronic files.
    • Entry and maintenance of quotes and orders in Epicor system
    • Maintain relevant databases in Access.
    • Prepare new order memos with applicable attachments in Word and pdf.
    • Maintain registrations for exporting.
    • Prepare and monitor international representative agreements.
    • Submit and monitor export license requests.
    • Prepare documents for domestic and foreign shipments.
    • Research information regarding industry.
    • Foreign and Commercial Quotes.
    • Maintain list of FAR’s, DFARS’s and DLA Master Solicitation requirements to ensure Mills’ compliance.
    • Develop, maintain, and submit bi-annual Small Business reports to government procurement offices as required.
    • Enter Pre-production Action Item Requests in CompliantPro for all contract awards.
    • Submit and track DLA PAR’s (Post Award Requests) via DLA website.
    • Prepare, submit, and track customer notifications of TMTS, FAT’s, PLT’s and shipments per contract requirements.
    • Process and submit Mills’ Annual SAM registration.
    • Maintains delivery status of all contracts/orders and leads weekly status meeting.
    • Has authority to sign contracts and modifications per executed “Notice of appointment of one to act in behalf of the President/CEO”.

    2. General Administration:

    • Receive, review, and distribute e-mail correspondence via info e-mail address – Microsoft Outlook
    • Prepare correspondence for President/CEO and Director of Engineering/QA. – Word, pdf.
    • Prepare reports as required – Word, Adobe, and Excel

    Education Required:

    Minimum: Bachelor’s degree or Associates Degree with demonstrated contract administration experience. Will consider applicable experience in lieu of degree.

    Preferred: Bachelor’s degree in business

    Experience And /Or Capability Required:

    Minimum: 2 years contract administrative experience desired. Proficient with Microsoft Office. Strong organization and keyboarding skills. Good oral and written communication.

    Preferred: 5 years or greater experience working in Contract Administration.

    Experience with US DOD and Export-Overseas Customers.

    The ideal candidate should possess exceptional organizational skills, attention to detail, and the ability to effectively communicate and negotiate with stakeholders. They should also be able to analyze complex contractual agreements and possess strong analytical skills.
