Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management.     Position Summary
    The Associate Director of Finance & Administration is the division head that oversees/manages four departments: Business and Finance; Human Resources, Information Technology, and Facilities Management. This position provides leadership and strategic direction for the division department heads, assisting with department goals and objectives, and evaluating individual annual performance of staff.

    The Business & Finance department handles all the Georgia Center's daily purchasing and income receipting, is responsible for implementing internal controls, assists IT Director with PCI compliance, and manages the grant and foundation accounts. The position directs all these business operations. Oversight of the Human Resources department includes management of all hiring & recruiting practices, employee relations matters, employee terminations, on-boarding, and staff development. Management and oversight of the Facilities Management department includes operation of a building maintenance and repair work-order system, monitoring of building utilities, management of the building maintenance and grounds, and assisting with an overall Facilities Master Plan which includes capital project planning and forecasting. Oversight of the Information Technology department includes management of the IT team with responsibility for all desk-top and network support, software and hardware updates and maintenance, cybersecurity, and maintenance/support of the Public Service & Outreach Common Registration System.

    This position is also responsible for developing and maintaining the Georgia Center annual operating budget totaling approximately $25 million. Position is responsible for budgeting tracking and management for all Georgia Center capital projects. This position assists the Georgia Center Director with oversight and strategic spending of capital and special project funds. The individual serves as a member of the Georgia Center Executive Council, representing the division.
    Knowledge, Skills, Abilities and/or Competencies
    1. Master's degree in accounting or related business field or 5-7 years of related accounting/business experience preferred.
    2. Extensive knowledge of the principles and practice of governmental accounting and budgeting, restricted account operations, financial system operations, financial analysis, and reporting.
    3. Knowledge of human capital management best practices, policies, and laws.
    4. Basic knowledge of IT systems.
    5. Knowledge of facilities management and capital project budgeting.
    6. Strong communication skills in verbal and written forms.
    7. Ability to multitask.

    Develop and oversee the Georgia Center Business Operations and Annual Budget totaling approximately $25 million.
    a. Develop and maintain GC $25M budget.
    b. Responsible for oversight of the GC Business & Finance department through the GC Fiscal Affairs Manager.
    c. Support the GC Fiscal Affairs Manager with monitoring income & expenditures, adjusting revenue and/or expenditures when necessary, and communicating with UGA Budget & Accounting offices.
    d. Oversee year-end budget balancing, deferral requests, project year-end spending.
    e. Meet with EC Division heads quarterly to review department budgets.
    f. Approve all Grant budgets and assist with grant/contract administration.
    g. Oversee GC Foundation accounts.
    h. Review and approve all purchase requests over $1,000.

    Duties/Responsibilities
    Provide oversight for Georgia Center Human Resource Department
    a. Support the HR Manager in personnel management including review and approval of all papers relating to recruitment, employment, hiring and promotion; sign off in UGAJobs and all Manager Self Service Approvals in OneUSG Connect.
    b. Support the HR Manager in leading the Georgia Center Employee Strategic Initiatives for employee rewards and recognition, talent development, and recruitment/retention.
    c. Assist with employee relation matters, as needed.
    d. Develop and review monthly human resources reports for use in business planning and strategic planning.
    e. Main contact with Office of Legal Affairs and EOO on relevant human resources issues.

    Provide oversight for the Georgia Center Information Technology Department.
    a. Responsible for the IT needs of the GC through management of the Assistant Director of Information Technology. Areas include desktop/network support, hardware/software maintenance and replacement, and cybersecurity.
    b. Oversight of IT projects, including budgeting, operational impact planning, and implementation. Project management includes expenditure tracking and continual evaluation of current IT requirements.
    c. Support of the Public Service and Outreach Common Registration System.

    Assist Georgia Center (GC) Director with ensuring all GC staff are trained and in compliance with all UGA, BOR, and GC policies & procedures.
    a. Communicate timely new UGA policies and procedures relating to Business, HR & Facilities Management operations.
    b. Attend UGA BAAF, BSAG and PSO Business Officer Meetings.
    c. Oversee all GC financial and HR processes ensuring that all GC departments are following best practices with protecting UGA resources.
    d. Oversee Unrelated Business Income tracking & reporting.

    Help move the Georgia Center towards full cost recovery and financial self-sufficiency.
    a. Produce numerous ongoing weekly, monthly, quarterly, and annual financial reports.

    c. Assist Director with evaluation of all GACTR programs and MOUs for financial viability.
    d. Assist in pricing of goods and services for full cost recovery.
