Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.     The Procurement Contracts Manager position is based in Redmond, Washington, and reports directly to the Director of Procurement.  

    What you will get to do
    • Provide contract support for region’s procurement activities.
    • Initiates, develops, and negotiates goods and services agreements, and manages them accordingly.
    • Ensures compliance to procurement agreements, policies, and procedures.
    • Identifies and leads process improvement opportunities for procurement, contract management, supplier selection and sourcing.
    • Assists with the development and implementation of strategies and programs that support supplier performance improvements, which includes quality, delivery, service, product standardization, and customer support.
    • Takes a “hands on’ approach and actively participates in procurement processes with local purchasers.
    • Works closely with internal customers to ensure processes are aligned to provide a high level of customer service.
    • Identifies competitive goods and services by obtaining supplier market information. 
    • Applies competitive bid processes for procuring goods and services in accordance with procurement policies. 
    • Negotiates product supply and service agreements that best meet the needs of the operation in relation to price, quality, service, and availability.
    • Ensures competitive bidding and contract development activities are conducted in an ethical and legal manner.
    • Advises and assists other employees in the proper method to conduct negotiations and analyze results relating to purchase orders, goods, and service agreements, tendering and contract development.
    • Assists with developing and implementing procurement policies, processes, and strategic plans in line with corporate procurement strategies and objectives
    • Provides professional procurement and contract related advice to all levels of the region’s management.
    • Participates in procurement activities, through cross-functional teamwork or multifunctional procurement teams
    • Willingness and ability to travel


    Essential Experience and Skills
    • University or College degree in technical, economic, financial, or business field.
    • Minimum five (5) years of work experience in procurement and contract management in a manufacturing/production and/or construction environment.
    • Experience and/or interest in electronic bidding/e-auctions and E-procurement.
    • Strong negotiation skills.
    • Demonstrated ability to manage multiple independent projects as assigned.
    • Critical thinking and strong analytical skills.
    • Strong communication skills both verbal and written.
    • Excellent analytical and organizational skills with attention to details.
    Preferred Experience and Skills
     
    • Supply Chain Management Professional Accreditation.
    • Proficient in SAP -ECC 6.0 MM module (source of supply, purchasing info records, MRP, purchase orders, contracts, etc.), Ariba and MS Office applications.
    • Strong Excel skills.
    • Excellent analytical and organizational skills with attention to details.
