Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. The Erie County Convention Center Authority, also known as Erie Events, manages a four-facility entertainment complex that includes the Warner Theatre, Erie Insurance Arena, Bayfront Convention Center, and UPMC Park. POSITION SUMMARY:
The Director of Finance and Administration is responsible for establishing systems to effectively and efficiently process financial transactions and monitor compliance to GAAP standards for the Erie County Convention Center Authority. He/she directs the financial operation of the organization, including but not limited to: preparation of financial statements and analysis, development of financial forecasts, maintenance, modification and development of accounting policies and practices, supervision of and responsibility for all accounting operations - including general accounting, property accounting, budget maintenance and control, internal auditing, cost accounting, regulatory compliance, and working with year-end financial audit. He/she will be responsible for the financial oversight of the Hotel Asset Manager ensuring the timeliness, completeness and accuracy of financial and operating reports for the hotels and parking decks. He/she will work closely with the Executive Director in maintaining a certain operational aspect of the Authority. He/she shall coordinate and administer the financial aspects of the Erie County Convention Center Authority construction activities. He/she will perform other tasks assigned by the Executive Director or Erie County Convention Center Authority Board.
QUALIFICATIONS:
The Director of Finance and Administration must be a licensed CPA or have equivalent experience in public finance and accounting including employee supervision, and oversight of Human Resource and Construction Management functions. He/she must have strong computer skills and experience in Microsoft applications. He/she must possess strong oral and written communication skills.
DIRECTOR OF FINANCE AND ADMINISTRATION – JOB DESCRIPTION DETAIL
Overall responsibility for Finance and Administration, including the following general objectives:
Responsible for establishing systems to efficiently process transactions and monitor compliance with the systems once developed.
Develop a formal monthly financial statement closing process designed to accurately generate GAAP basis financial statements.
Develop key operating statistics and analytics to measure operational effectiveness.
Oversee the budgeting process and related monitoring.
Coordinate any applications for, and administration of, any Capital Grant Funding received from Federal, State or Local sources for major Capital Projects. This includes ensuring compliance with requirements of these Grant Funding sources.
Manage the operational aspects of Construction Projects and oversee the related project accounting.
Oversee financial and operating reports for the hotel and parking deck in conjunction with the Hotel Asset Manager to ensure timeliness, completeness and accuracy of financial/operating information.
Develop and make presentations to the Board of Directors.
Oversee Cash Management and Short-Term investing activities.
Manage and maintain the Long-Term Capital Plan for the Authority including the solicitation and placement of any debt financing associated with that plan.
Oversee the Record Retention activities of the Authority.
Develop systems for the accounting department to account for the costs of the various business activities (i.e., cost accounting).
Seeking cost saving opportunities – both in the operations and administration areas.
Oversee the day-to-day activities of the Finance Systems Managers.
Coordinate the administration of Insurance/Risk Management programs for the Authority.
Oversee the Employee Health and Retirement Benefit programs of the Authority in conjunction with the Director of Human Resources.
