    The Deputy Associate Director, Patient Care Services (DADPCS) is responsible for administrative functions of his/her assigned nursing units/programs. The incumbent functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services. Directly responsible for all services reporting to the Associate Director, Patient Care Services/Nurse Executive (ADPCS/NE) in his/her absence, including Primary Care Services, Geriatric & Extended Care Services, Acute Care Services, Connected Care Services, Social Work, and Nursing Informatics.

    Establishes and maintains effective relationships with all levels of medical center personnel and relates effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Key relationships with staff are needed to (1) Assist nurse managers and advanced practitioners to carry out the functions and activities expected of them, (2) Contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing organization-wide, (3) Assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs, and (4) Collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care.Other duties include but are not limited to the following:

    • Responsible for administrative and clinical issues, performance improvement, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards.
    • Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care, and responsibility for outcomes in the outpatient areas.
    • Responsible for sound fiscal and resource management, program development, customer service/patient satisfaction, hiring decisions, employee relations, standards of care/practice and the work environment for areas of direct responsibility.
    • Manage and develops collaborative partnerships with clinicians, physicians and administrative counterparts to achieve common goals.
    • Participates in VISN and Medical Center committees, union partnerships and professional community organizations to continuously improve the quality of care and resolve staff and/or patient care issues.
    • Responsible for facility initiatives related to strategic planning and performance measures, accountable for the overall operation of the services and its programs.
    • Direct reports to the DADPCS include Integrated Services, Surgical Services, Nutrition and Food Services, Education Services, Sterile Processing Services, Nurse Recruiter, Chaplain Services, and Pathway to Excellence/Shared Governance Committee's.
    • Implements interdisciplinary programs within areas of responsibility and across the medical center.
    • Develops standard operating policies and ensures processes are in place for continual readiness.
    • Responsible for assessing and recommending the allocation of human and material resources in determining staffing levels within the model of Staffing Methodology, using Nursing Hours per Patient Day (NHPPD) or other models in areas not yet under NHPPD, managing overtime; plays a significant role in the recruitment and retention of nursing staff.
    • Ensures competency assessment is completed on each nursing employee annually.
    • Reviews multiple analytical reports, performance measures, and other data for trends and early intervention; formulates follow-up plans with the Nurse Executive Team, nurse managers, and the service areas of responsibility.

    Qualifications

    Basic Requirements:

    • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
    • Education. Graduate of a school of professional nursing
    • (1) Education Accreditation Requirement. Nursing education must be from a school of professional nursing accredited by one of the following accrediting organizations at the time the program was completed by the applicant:
    • (a) The Accreditation Commission for Education in Nursing (ACEN), 3343 Peachtree Road NE, Suite 850, Atlanta, GA 30326. The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post master's certificate, baccalaureate, associate and diploma nursing education programs. (Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013. ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.); or
    • (b) The Commission on Collegiate Nursing Education (CCNE), 655 K Street, NW, Suite 7, Washington, DC 20001. The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level.
    Grade Determination. In addition to the basic qualification requirements, the grade level of Nurse (any assignment) is based on a combination of education and experience. Beyond the minimum education requirements, grade determination for appointment, advancement and promotion will be based on the following specific requirement for Nurses:

    Scope: Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.
    • Master's degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV or
    • Master's degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV or
    • Doctorate in Nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. Or
    • Doctorate degree in a related field and a master or bachelor level degree in nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.
    Dimension Requirement. Nurses at Nurse IV must meet ALL the following dimension requirements to qualify for Nurse IV.
    • Leadership. Leads health care delivery by leveraging evidence- based practices, industry-leading research and innovative care models. Drives a shared vision and successfully leads change to improve performance and attain measurable outcomes at the program or service level.
    • Business Acumen. Transforms health care by implementing new processes, technology, informatics and data analytics using business models and fundamental concepts of resource management at the program or service level.
    • Inspiring an Industry-Leading Culture. Employs an industry- leading, shared decision-making culture. Cultivates a diverse and inclusive workforce that serves Veterans, families and caregivers of all backgrounds and builds trust, cultural competencies and catalyzes dynamic teams at the program or service level.
    • Communication and Relationship Management. Directs the effective use of relationship management principles to achieve positive customer service experiences that are consistent with professional organizational values, beliefs and practices at the program or services level.
    • Professional and Social Responsibility. Operationalizes a culture of holistic care, health advocacy and health equity. Applies ethical principles in decision-making at the program or service level. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community.
    Reference: VA Regulations, specifically VA Handbook 5005/160, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
    Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires periods of walking, standing, stooping, sitting, bending, lifting, pushing and pulling. Transferring patients and objects may be required. The DADPCS may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The DADPCS may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The DADPCS must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The DADPCS must complete annual Occupational Health requirements, such as annual tuberculosis (TB) screening or testing, as a condition of employment. In the performance of duties, the DADPCS may be required to drive and/or ride in General Services Administration (GSA) vehicles.
