Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.     SUMMARY

    Assist contracting officers and contract specialists with general day-to-day contract administration duties in support of the Department of Energy (DOE) Hanford Procurement Division (HPD).

     

    ESSENTIAL DUTIES & RESPONSIBILITIES

    • Analyze current processes and make recommendations for process improvements to gain efficiencies and provide consistency between organizations.
    • Assist with drafting contract documents.
    • Assist with new awards, modifications, and closeouts utilizing procurement system (STRIPES).
    • Assist with the preparation of various reports.
    • Support timely and accurate compliance with monthly and quarterly reporting requirements.
    • Ensure timely and accurate compliance with monthly and quarterly reporting requirements.
    • Assist with the review and process of contractor invoices in a timely fashion.
    • Support correspondence creation.
    • Gather information for various audits or data calls.
    • Assist with gathering information for various negotiation sessions as needed.
    • Support in coordinating Contractor Performance Assessment Reporting evaluations, by scheduling technical input, and working with the Contracting Officers and Contract Specialists.
    • Support developing, issuing, updating, and revising policy, desk guides, and procedures.
    • Support policy writing, developing, issuing, updating, and revising policy, desk guides, and procedures.
    • Support review of contract actions.
    • Support subcontract reviews in accordance with DOE and local guidance as requested.
    • Support of HPD actions file merging of files on websites/share drives.
    • Update and status workload tracking tool.
    • Utilize business operations experience to conduct tasks with minimal supervision.
    • Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
    • Maintain regular and punctual attendance.
    • Perform other duties as assigned.

    Job Requirements

    MINIMUM QUALIFICATIONS

    • Minimum of three (3) years of experience in an office setting.
    • Broad experience in supporting organizations with, tracking, monitoring, review, and coordination efforts.
    • Working level knowledge of Hanford Site mission, activities, and priorities; and DOE Hanford processes and procedures.
    • Working level knowledge of DOE’s program management practices, policies, and procedures.
    • Familiarity with or ability to learn/use other technology management tools employed at Hanford.
    • Ability to work with government and contractor personnel to problem solve and formulate strategies for success.
    • Ability to develop high-quality work products, to include proper grammar, spelling, and punctuation.
    • Must obtain and maintain any necessary security access and/or background checks (U.S. Citizenship required)

    • Proficiency in Microsoft 365 including Word and Excel.

    • Ability to manage work environment and workload with minimum of supervision, based on knowledge of work priorities.

    PHYSICAL DEMANDS

    WORK ENVIRONMENT

    Work is performed in a professional office setting including the normal office equipment (computer, fax machines, copier) and with a wide variety of people in differing functions, personalities and abilities. Position may occasionally be required to handle assignments at various project/ operation sites where travel is required outside the primary work location.  During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.  Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
