Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     As the Director, Division of Consumer Access, you will:

    • Serve as an expert and primary source of information to the CURE Director and Deputy Director on new credit union charters, charter conversions, field-of-membership expansions, credit union bylaws, and low-income designations.
    • Plan, budget, develop, and implement an automated field-of-membership processing system.
    • Direct and maintain the agency's centralized field-of-membership processing system.
    • Supervise the division's staff.
    • Establish and maintain liaison relationships with relevant external parties and represent the agency with members of the credit union community, state supervisory authorities, trade associations, and other entities involving the agency's credit union resources and expansion program.
    • Honor speaking requests, prepare materials, and meet with credit unions and credit union organizations to provide information involving new charters, charter conversions, bylaws, field-of-membership expansions, and low-income designations.
    • Develop, revise, and maintain, in concert with other NCUA offices, manuals, guides, bulletins, instructions, interpretive rulings, and other advisories related to new charters, charter conversions, field-of-membership expansions, credit union bylaws, and low-income designations to be used by NCUA staff to ensure compliance with all agency laws and regulations.

    Qualifications

    Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

    To qualify for the CU-15 grade level applicants must have at least one full year of specialized experience equivalent to the CU/GS-14 grade level obtained in the private or public sector. Specialized experience for this position is defined as experience:
    • Supervising staff by serving as a formal supervisor, team lead, project team lead or directly reviewing work products; and
    • Providing advice or guidance on laws, policies, or regulations pertaining to financial institutions.

    SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.

    The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The locality rates, by location, can be found on the NCUA Careers webpage under the Salary Information section.

    EXCEPTION: If you are a current non-supervisory NCUA employee and are selected for reassignment into a supervisory position, you may receive up to a 10% salary increase, not to exceed the National Pay Rate (NPR) of the pay grade. Management will consider your current salary in relation to the duties and responsibilities of the new position.
