Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Division Overview:
The Division of Local Services (DLS) helps Massachusetts cities and towns achieve sound and efficient fiscal management through technical assistance, training and oversight. Its bureaus are responsible for ensuring the fairness and equity of local property taxation, the accuracy and quality of local accounting and treasury management, interpreting state laws that affect local governance, distributing local aid, and maintaining a comprehensive databank on local finances.
Position Summary:
The Director of Finance and Local Payments will direct the distribution of over $7B in state aid and other payments to municipalities, regional school districts and regional planning agencies. This position is key to managing the team responsible for processing payments and assessments, monitoring the accounts from which those payments are issued and analyzing the distributions to establish the next fiscal year’s budget line items.
The Director will work closely with financial officials in other agencies and secretariats, provide the Executive Office for Administration and Finance (EOANF) with municipal finance data needed to build the annual State budget and evaluate/implement controls to improve accountability, transparency and reduce risk. This role is responsible for assuring funds are properly encumbered and payments to vendors made in a timely fashion.
