Contracts Administration Manager prepares and administers bids, proposals, and commercial and government contracts that follow company policies and legal requirements. Manages the contracts administration staff and guides compliance with complex contractual and regulatory requirements. Being a Contracts Administration Manager negotiates with suppliers, partners, or customers. Ensures contracts are administered and monitored to maintain compliance with the terms of agreements. Additionally, Contracts Administration Manager has a strong understanding of the contract life cycle, types of contracts, and applicable government regulations. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to a director. The Contracts Administration Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Contracts Administration Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     We are looking for a Contracts Manager with government contracting experience to join our team. The position is responsible for managing the full lifecycle of contracts with federal, state, local agencies, and commercial entities, ensuring compliance with regulations, policies, and procedures. The position also oversees contract negotiations, modifications, disputes, and closeouts, as well as provides guidance and support to internal and external stakeholders on contractual matters.

    Responsibilities

    • Review, draft, negotiate, and administer contracts with government agencies, including solicitations, proposals, awards, modifications, and terminations.
    • Ensure compliance with applicable laws, regulations, policies, and procedures, such as the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the Uniform Commercial Code (UCC).
    • Administrator for the company’s GSA Advantage plans for subcontract reporting, fees, and overall point of contact regarding the company GSA Advantage plan.
    • Monitor contract performance, deliverables, schedules, and payments, and identify and resolve any issues or risks.
    • Ensures ISO procedures for the contracts group are adhered to and routinely reviewed to maintain ISO standards.
    • Prepare and maintain contract documentation, such as contract files, reports, correspondence, and certificates.
    • Coordinate and communicate with internal and external stakeholders, such as project managers, finance, legal, procurement, and customers, on contractual matters.
    • Provide training and guidance to staff on contract administration and best practices.
    • Support contract audits, reviews, and investigations, and respond to inquiries and requests from government agencies.
    • Develop and implement contract management policies, procedures, and tools to improve efficiency and effectiveness.

    Supervisory

    • Position may oversee one to two staff members.

    Education

    • Bachelor's degree in general business, law, or related field.
      • Certified Paralegal is a plus

    Qualifications

    • 5 years of experience in government contracting, preferably in a contracts manager role.
    • Knowledge of government contracting laws, regulations, policies, and procedures, such as the FAR, the DFARS, and the UCC.
    • Excellent contract drafting, negotiation, and administration skills.
    • Strong analytical, problem-solving, and decision-making skills.
    • Ability to work independently and collaboratively in a fast-paced environment.
    • Excellent communication, interpersonal, and customer service skills.
    • Proficiency in Microsoft Office and contract management software.
    • Certification in Contract Management (CPCM, CFCM, CCCM, or equivalent) is a plus.

    Position Location: Colorado Springs, CO, In-office

    Annual Salary Range - $90,000 to $130,000 Annually
