Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Regional Contracts Administrator. Under administrative direction, this position will manage and oversee the activities of contracts and day care eligibility units within the region, providing oversight of professional staff engaged in the review and monitoring of contracts with purchase of service providers. Additionally, this position conducts monitoring reviews and analyzes cost reports and vendor/service provider billings, helping to ensure the Department receives the highest value of services for the money spent. Job Responsibilities
1. Serves as Regional Contracts Administrator
2. Serves as full line Supervisor
3. Utilizes centralized computer systems to ensure and track that all functions of contract monitoring are accomplished for the region, including the fiscal, technical, and programmatic aspects of contracts through review of financial cost reports, budgets, certified audits, licensing, field office personnel, and service providers
4. Interacts with regional staff, Central Office Contract Administration staff, and private vendor/service provider agencies to ensure Departmental objectives regarding purchase of service contracts and grant compliance and procedures are administered and followed
5. Plans, establishes, and coordinates the overall negotiating strategy for the region as related to the funding, contracting, and delivery of purchased services
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration
2. Requires three of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
1. 3 years of professional experience managing or conducting contract monitoring and/or review
2. 3 years of experience supervising professional staff
3. 3 years of professional management experience in a public or business organization
4. 3 years of professional experience developing and implementing negotiating strategies
5. 3 years of professional experience monitoring, developing, and completing expenditure reports
