    As a Program Analyst (Energy), you will:

    • Ensure policies, programs, and initiatives related to energy and water efficiency and climate change are implemented in an efficient manner and are coordinated through interoffice and interagency partnerships and joint initiatives.
    • Analyze new or proposed program policies and their impact on current assisted housing policies and operations. Formulate policy and program guidelines to ensure energy efficiency and climate priorities are appropriately reflected in the Department's Strategic and Management Plan.
    • Serve as a subject matter expert in partnership with the Department of Energy and other Federal agencies, as necessary, to provide policy and program support for the development of energy efficient guaranteed loan programs for financing energy efficiency in HUD-assisted programs, utility rates, utility efficiency programs, and carbon reduction strategies.
    • Evaluate Departmental agency policies and practices and develop recommendations for improvement at creating more energy efficient and environmentally sustainable properties. Recommend realistic plans and options for implementing recommendations. Prepare and deliver presentations detailing analytical findings and recommendations.
    • Design and develop cross-agency policies, standards, program, and initiatives to reduce energy and water demands and greenhouse gases that ensure energy and water efficiency and renewable energy is integrated into ongoing programmatic and field operations.

    Specialized Experience: For the GS-13, you must have one year of specialized experience at level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service or equivalent. Specialized experience for this position must include:

    • Analyzing agency policies and practices and develops realistic recommendations for improvement at creating more energy and water efficient and environmentally sustaining assisted housing properties; AND
    • Developing standards, procedures or guidelines to communicate program requirements to stakeholders; AND
    • Designing and developing interoffice and cross-agency policies, standards, programs, and initiatives to reduce energy and water consumption and costs that ensure energy and water efficiency is integrated into ongoing programmatic and field operations.


    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
