  • JOB SUMMARY
    The Public Safety Officer is a professional uniformed, first responder position within the Office of Public Safety that provides emergency, public safety, physical security, and protection and preparedness services to the Memorial Healthcare Center (MHC) organization, under the direction of the Manager of Public Safety. Strives for superior performance by consistently providing a product or service to leadership and staff that is recognized as ultimately contributing to the patient and family experience. Recognizes and demonstrates understanding of patient and family centered care.

    PRIMARY JOB RESPONSIBILITIES  
    1. Employs a variety of proactive patrol techniques and strategies to ensure the safety and security of all MHC affiliated persons, property, and assets. Acts as a key facilitator in promoting the department’s client-centered public safety approach. Engages in formalized community oriented problem-solving and crime prevention measures whenever possible. Utilizes self-initiated collaborative partnerships to identify and reduce MHC’s exposure to internal and external risks and threats.
    2. Provides a visible deterrence to crime, prohibited activities, or suspicious activities in public and non-public areas which may include but are not limited to areas such as the main campus, outlying buildings, grounds, parking areas, stairways, tunnels, mechanical areas, or patient treatment areas.
    3. Ability to physically intervene during crises. This includes the functional ability to physically restrain people, requiring retention of trained knowledge under stress as well as the ability to meet significant physical demands including those of a struggle with someone physically larger and heavier, while making all possible efforts not to inflict injury. It includes the ability to continue to request or direct compliance from people while they are being restrained. 
    4. Responds quickly and effectively to emergency and non-emergency situations. Verbally and/or physically intervenes during crisis. This includes the functional ability to quickly grasp various situations, develop rapport with emotionally disturbed people, and understand when people are or are not processing information, and be supportive or directive as needed.
    5. Decisively responds to assigned calls for service, emergent situations, and critical incidents occurring during shift. Employs the Incident Command System (ICS) when addressing developing events. Conducts an initial assessment of the incident, determining appropriate course of action, and remedies the situation in accordance with established training/standards.
    6. Upon assignment, leads and/or provides support for investigations. Applies specialized skills and training in collecting evidence, conducting interviews, managing cases, performing surveillance, securing crime scenes, as well as other related investigative functions.
    7. Acts as a first responder to all fire and life safety incidents. Provides initial assessment of situation and makes determination of appropriate response. Initiates ICS protocols, and acts as interim Incident Commander until situation is resolved and/or released from duty. In accordance with MHC policy, implements containment and suppression actions, search/rescue measures, and evacuation protocols as necessary. Secures affected area pending the arrival of emergency services and controls access until relieved. Makes notifications to appropriate individuals. Files complete and accurate incident reports.
    8. Demonstrates knowledge of and supports hospital mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality statements, corporate compliance plan, customer service standards, and the code of ethical behavior.
     
    DEPARTMENTAL AND ADDITIONAL JOB RESPONSIBILITIES
    1. Enforces and abides by all policies and guidelines of MHC.
    2. Monitors conduct of visitors on premises. Confronts and interview unauthorized persons, as needed.
    3. Responds as needed to “Code” calls (i.e. Grey, Red, Yellow, Orange, Silver, ADAM, etc.).
    4. Monitors the security and safety of parking lot, documents infractions, and enforces parking rules.
    5. Maintains a functional knowledge of MHC campus and all other MHC facilities and properties.
    6. Comprehends and executes written or verbal instructions.
    7. Write accurate, clear, and legible reports.
    8. Issues ID/Access badges, as well as visitor badges, afterhours.
    9. Restrains patients who present a threat to themselves or staff according to hospital policy if requested by appropriate MHC staff.
    10. Escorts persons and assists patients, guests, and MHC personnel, as requested.
    11. Assists maintenance personnel in case of emergency.
    12. Assists with snow removal and salting of walks, as needed.
    13. Secures property or equipment to prevent possible negative outcomes.
    14. Performs other duties at the direction of the Public Safety leader and/or any other recognized leadership personnel.
    15. Other duties as assigned.
     
     
    JOB SPECIFICATIONS
    EDUCATION
    1. High School Diploma required; College degree preferred.
    2. IAHSS Basic and Advanced Certifications preferred. (Review IAHSS Basic materials within first year of employment and will be required to complete the basic certification exam during that same period of time.)
    EXPERIENCE
    1. Prior training and experience in guest relations, security technology, physical security operations, public safety, and/or emergency preparedness preferred.

    ESSENTIAL PHYSICAL ABILITIES/MOTOR SKILLS
    These physical requirements are not exhaustive and additional job related physical requirements may be added on an as needed basis.  Corrective devices may be used to meet physical requirements.
    1. Sedentary Work:  Frequently required to stand, kneel and crouch.  On a daily basis may be required to move about, sit, climb stairs and bend.  Is frequently required to lift and carry up to 20 lbs.  May be required to push/pull/carry items between 20-100 lbs.
    2. Vision:  Requires the ability to perceive the nature of objects by the eye.  Near acuity:  Clarity of vision at 20 inches or less.  Midrange Acuity:  Clarity of vision at distances of more than 20 inches and less than 20 feet.
    3. Motor Coordination:  While performing the duties of the job, it is required to regularly perform functions that include using hand and finger movement, handle or feel objects, be able to use tools or equipment that requires reaching with hands and arms.  Must be able to travel independently throughout the hospital; access patients/families including areas confined by space and/or equipment.
    4. Speaking/Hearing:  Ability to give and receive information through speaking and listening.
     
    ESSENTIAL TECHNICAL ABILITIES
    1. Proficiency using modern physical security equipment and systems (access control, CCTV/VMS, patrol tour, etc.), office, computer, radio and telephone equipmentas used by Memorial Healthcare.

    1. Ability to adapt and maintain focus in fast paced, quickly changing or stressful situations.
    2. Ability to read and interpret a variety of documents including, but not limited to policies, operating instructions, white papers, regulations, rules and laws.
    3. Comprehends and executes written and verbal instructions.                                                     
    4. Displays good judgment and ability in handling potentially difficult and/or delicate situations.          
    5. Clear, understandable and timely oral & written communications with proficient use of English language. Properly utilizes communication devices.

    1. Able to see for the purpose of reading information received in formats including but not limited to paper, computer, reports, bulletins, updates, manuals.
