• This is a hybrid position. Candidates must be comfortable working onsite two or three days per week in Darlington, Maryland at an office on the Conowingo Dam.

Overview
Our client is seeking a Cost Analyst to play a key part in assessing and analyzing project costs, preparing detailed cost estimates, and providing valuable insights to support effective decision-making. The ideal candidate should possess a strong background in cost/financial analysis and general accounting. Responsibilities include conducting cost variance analysis, collaborating with cross-functional teams to gather project data, and developing accurate and comprehensive cost models. The Cost Analyst will contribute to maintaining cost databases, identifying cost-saving opportunities, and ensuring that projects adhere to budgetary constraints. General responsibilities include:

• Provide cost analysis support to Project Managers.
• Analyze project actual and forecast to ensure compliance.
• Identify project/program budget, forecast, and authorization issues early and develop resolutions to meet project metrics.
• Provide historical comparisons of complete projects and programs.
• Develop and monitor the budgets for Hydroelectric and Environmental projects.
• Manage program financial risks and opportunities and provide detailed analysis of variances to budget, quarterly plan, and month over month variance analysis.
• Prepare project accrual and support project managers during financial challenge meetings.
• Run, summarize, and analyze various Hyperion reports to support projects and processes.
• Schedule and run monthly forecasting and accrual meetings with Project Managers.
• Utilize Excel detailed cost files for budgeting, cost management updates and earned value performance output.
• Manage budgets, forecasts, authorization limits and accruals for all assigned projects and programs.
• Monitors the portfolio of projects estimated at completion versus authorization ensuring that projects do not exceed authorization.
• Manages the Vendor Forecasting process which is used as a source of input for Cost Engineering.
• Reviews vendor forecasts to ensure that they are providing quality forecasts.
• Develops material request reporting which is used as a source of input for Cost Engineering.
• Provides an accounting review of all centrally managed material requests and contractor contracts to ensure appropriate department and sub account assignments.

Required Skills & Experience

• 3 years of experience supporting the management of project budgets.
• Experienced supporting the management of multiple project budgets simultaneously.
• Highly skilled in financial analysis.
• Experienced in general accounting.
• Proficient in Microsoft Excel to include VLOOKUPs and Pivot Tables.
• Strong oral and written communications skills with the confidence to socialize concerns and issues with Project Managers pertaining to project finances.

Preferred Skills & Experience

• Experience in the construction, engineering, environmental, or utility industries.
