    Under the direction of the District Court Administrator, assists in the administrator of the non-judicial functions of the District Court including serving as the Clerk of the District Court. Serves as a direct supervisor of designated departments and assists in personnel management. Assists in budget planning and administration and oversees the Court’s accounting system. Researches, analyzes and makes recommendations on Court procedures and policies in a variety areas. Assumes duties of the District Court Administrator in their absence. Under the direction of the Chief District Court Judge, serves as a Magistrate in a quasi-judicial capacity as prescribed by statute.

    Essential Functions

    AS COURT CLERK & DEPUTY COURT ADMINISTRATOR:

    1. Assists in the personnel management activities for non-judicial staff, including participating with the screening and interviewing of job applicants, assisting with orientation and training, schedules and approves time off, provides input on assignment of tasks, and assists with employee relations issues.

    2. Supervises designated departments of the Court including the clerk’s office, collections and any other area assigned by the Court Administrator.

    3. Assists in fiscal management of the Court, including the planning and drafting of the Court budget. Purchase items in assigned items and reviews invoices for the Court to ensure proper authorization and supporting documentation.

    4. Oversees in the accounting system of the Court, including maintaining and balancing accounts, coordinating the bookkeeping activities with the data processing system, prepares financial summaries and oversees transmittals to the County Treasurer and the State of Michigan.

    5. Responsible for the maintenance and processing of all files, storage and retention as required by law and case management standards.

    6. Researches and analyses Court systems and operations, such as caseflow management processes, makes recommendations on modifications and drafts corresponding procedural and policy revisions.

    7. Oversees the Court’s record management system and assists the Court Administrator in procedural revisions to achieve greater efficiency and ensure compliance with Court Rules.

    8. Assists in the researching, drafting, and revision of Court operating procedures.

    9. Assists with public relation activities of the Court including responding to media requests for information, and representing the Court in various intergovernmental committees and boards.

    10. Assists with researching, planning, and implementation of technological and equipment changes of the Court.

    11. Processes case disqualification orders through the court and submit through MCAP. Once the case has been assigned handles the caseflow process with the assigned court to ensure proper procedures are taking place.

    12. Responsible for duties concerning jury including mailing out summons and reminders, processing juror payments, update jury database as needed, printing jury lists, juror excusals, and assisting the Court with jury trial preparation.

    13. Possess the ability to understand and use the various court computer systems, including the Judicial Information System (JIS), SCAO Collections Software (COLLECT) and other County supplied computer applications.

    15. Must be certified to access the Law Enforcement Information Network (LEIN) by completion of LEIN Basic Training and be certified. Complete LEIN Security Awareness Training.

    16. Assists the Court Administrator in ensuring that the District Court is in compliance with all current guidelines as set forth by SCAO, statute and court rule governing traffic, criminal, civil matters and the administrative functions of the Court.

    17. All other duties as assigned.

    AS NON-ATTORNEY MAGISTRATE:

    Under the direction of the Chief District Court Judge, the Court Clerk/ Deputy Court Administrator must be qualified to be appointed and perform the duties of a Non-Attorney Magistrate as needed. These functions include:

    18. Presides over probable cause hearings, takes testimony under oath, reviews documents, and makes determination regarding authorization for the issuance of misdemeanor and felony arrest warrants.

    19. Review documents and make determination of probable cause for the authorization of search warrants.

    20. Presides over informal hearings for all types of civil infractions includes explaining the procedure to parties, swearing in of witnesses, taking of testimony, examining witnesses, making findings of fact, making conclusions of law and adjudicating the case.

    21. Performs civil weddings ceremony at District Court.

    EXPERIENCE, TRAINING, KNOWLEDG, SKILLS & ABILITIES

    1. Required minimum qualifications:

    a. Two years of college level coursework in accounting, data processing and/or management, or other area related to court operations. Bachelor’s Degree preferred.

    b. Four years of progressively more responsible administrative experience, preferably in a District Court or closely related setting. Requires at least one year of accounting experience in a system similar to that of the Court.

    c. Computer literate in operation of Microsoft Word, Outlook, and Excel.

    d. Must be a registered voter of Shiawassee County.

    e. Must be able to obtain any and all certifications required by the Michigan Supreme Court or any other State Agency to perform this job.

    a. This position requires the ability to sit, stand, walk, balance, twist, bend, squat, kneel, lift, carry, push, pull, reach and type.

    b. This position requires the ability to communicate and respond to inquiries in person and over the telephone.

    c. This position requires the ability to operate a PC/laptop and to enter and retrieve information from a computer.

    d. This position requires the ability to handle varying and often high levels of stress.
