    OVERVIEW

    The Public Defender Investigator’s primary focus is to locate and interview witnesses and assist the Public Defense Attorneys in securing the best possible defense for clients. This individual must have investigative skills to independently conduct all aspects of basic investigations to include obtaining recorded statements and crime scene investigations. Ability to work a flexible schedule to accommodate alternate and differing schedules. Report to Public Defense Administrator.

    ESSENTIAL JOB FUNCTIONS

    · Under general direction and collaborating with attorneys, analyze cases by examination of discovery materials.

    · Conduct in-depth, often in person interviews with victims, witnesses, police personnel, medical personnel, clients and others.

    · Prepare comprehensive written summaries of interviews, investigative findings, written reports for legal documentation and testify in court, as required.

    · Obtain and review reports, records, information through online means and social media and other information.

    · Identify and locate known or potential witnesses, including the ability to successfully skip-trace hard to locate witnesses.

    · Prepared to analyze and extrapolate minute details from, at times, hours of body camera footage as well as court and police documents

    · Prepare, process and serve subpoenas on individuals and organizations.

    · Field investigative work as required, may include but not limited to visiting scenes, taking photographs, canvassing areas.

    · Interact with all participants of the criminal justice system in a professional manner that promotes respect and inclusion.

    · Be prepared to testify in court proceedings regarding their investigations.

    · Assist Public Defense Attorneys with trial preparation, and from time to time, accompany and work in tandem with the Public Defense Attorneys during criminal trials, assisting with jury selection and compiling evidence for court. Catalog and maintain copious notes and work product in order to, at a moment’s notice during hearings, access that information and present it to Public Defense Attorneys when needed.

    · Foster positive, collaborative and working relationships will all members of the justice system, including, but not limited to court personnel, court officers, elected officers, law enforcement agencies and evidence technicians.

    · Maintain knowledge of current investigative practices and procedures.

    · Comply with Rules of Professional Conduct and adhere to the Douglas County Policies and Procedures.

    KNOWLEDGE, SKILLS, AND ABILITY REQUIREMENTS

    · Knowledge of investigative practices and judicial procedures of Washington State, techniques of interviewing a variety of criminal cases, with emphasis on felonies.

    · Ability to perform research for evidence.

    · Present interviews and information clearly and logically in written and oral form.

    · Work harmoniously and maintain good public relations.

    · Ability to plan, organize and prioritize caseload.

    · Excellent interpersonal skills and ability to work with a variety of people throughout the investigative process.

    · Ability to learn to work with Microsoft Office suite of programs, familiarity or ability to utilize JABS/JIS, background search software and other programs.

    · Able to work a flexible schedule or travel on a case by case basis to complete investigations.

    · Ability to successfully perform responsible and complex work involving the use of independent judgment and personal initiative without supervision.

    · Maintain composure under stressful situations and provide problem-solving techniques.

    · Ability to work and maintain composure with individuals who may be emotionally charged.

    · Meet deadlines while maintaining flexibility necessary to accommodate any given situation.

    · Attend meetings and training in and outside the Douglas County area.

    · May have to travel out of the general area for interviews, subpoena service, and general investigations.

    · Advanced ability to communicate effectively, both orally and in writing.

    · Project a professional image.

    · This position requires the highest degree of reliability, confidentiality and trustworthiness.

    Supervisory Responsibility

    · This position has no supervisory duties.

    PHYSICAL REQUIREMENTS / WORKING CONDITIONS

    · Requires mental capability to exchange complex and routine information, persuade, make decisions, and use discretion.

    · Work is performed independently in an office, jail, and field setting with extended periods of sitting, standing, bending, kneeling, walking, and lifting (up to 40 pounds waist high).

    · Driving, climbing stairs, and walking outdoors on uneven terrain in a variety of weather conditions

    · Interviews witnesses at a variety of locations.

    · An alternative work schedule may be required at the sole discretion of the County.

    · Potential for working after-hours, on-call, evenings, occasional weekends, holidays, overtime, and out of town travel.

    · Possibility of exposure to hostile and offensive language and / or physical harm from interviewees.

    · Works effectively under pressure and with frequent interruptions.

    LICENSES, CERTIFICATES AND OTHER RECRUITING REQUIREMENTS

    · Associate Arts Degree and/or equivalent criminal justice or investigative experience preferred.

    · 5 years of experience in investigation or a relevant position within the criminal justice system that demonstrates an ability to successfully perform this work.

    · An equivalent combination of education and/or experience may be considered.

    · Working vehicle, valid Washington state driver's license and insurance required.

    · Bilingual (English/Spanish) preferred.
