    The Town of Hamden is seeking a qualified candidate for the position of Risk Manager. This is a highly responsible professional and administrative position involved in the planning, organizing, directing and administering a comprehensive Town and Board of Education risk management safety program. The Risk Manager will develop optimum alternatives for protecting Town assets, including but not limited to, the Town's self-insured health benefit program to keep the employees and citizens safe. This position requires considerable knowledge, skill and ability in health insurance plan design, underwriting, managing claims, preparing Insurance applications, workers compensation, casualty and liability insurance, heart and hypertension and safety programs, and cancer benefit for Fire Fighters Statute.

    Supervision Received: Works under the direction of the Finance Director.

    Supervision Exercised: This position does not supervise any employees but must work closely with and coordinate efforts with the Human Resources Director, Finance Director, Town Attorney, Purchasing Agent, Board of Education, and all Department and Division Heads as well as Finance Department staff.

    Examples of Essential Job Duties: Develops and coordinates worker’s compensation, casualty and liability insurance program. Develops safety and loss control programs. Analyzes town risk and recommends risk management actions. Administer self-insurance program. Develops and administers claim management system with Town agencies and third-party administrators. Coordinates the reporting of all claims against the Town. Assists purchasing with the bid specifications for insurance and insurance administration. Work with the Purchasing Agent and Fixed Asset Accountant to manage an accurate list of vehicles and use of license plates. Negotiates contracts with vendors for insurance type services. Maintains records of losses and develops reports and recommendations based on losses. Develops and maintains a Risk Management Information System to track losses.

    The Risk Manager will exercise Town-wide responsibility for: (1) planning, directing, administering, and evaluating a comprehensive Town-wide safety and occupational health program; (2) serving as an authoritative resource providing policy guidance on safety and occupational health issues; and (3) providing technical leadership and supervision; including safety audits and inspections. The Risk Manager will develop and administer a safety program to ensure compliance with appropriate regulatory agencies, including preparation of reports for regulatory agencies such as OSHA. Oversee work involving all Heart & Hypertension and Fire Fighters Cancer Statute claims. Develops plans for inspecting interior and exterior work areas to identify potential safety hazards including work processes and methodology. Develops methods to identify broken and damaged equipment, slip-and-fall hazards, and other potential hazards including fatigue and human error issues. Develops processes to ensure that safety specialists observe workers to ensure that they are wearing required personal protective equipment and following agency safety policies. Establishes requirements that involve safety precautions related to construction and warehouse operations. Conducts safety inspections and accident investigations. Coordinates safety committee meetings. Work with Town Attorney’s office to handle lawsuits and worker’s compensation hearings. Provides input to the negotiation of labor contracts on safety and worker’s compensation matters. Administers union contract language related to safety and worker’s compensation matters. Monitors the activity and progress of injured employees to assure the earliest possible return to work consistent with the severity of the injury. Monitors losses and inspects Parks, Playgrounds, and responds to complaints of unsafe conditions involving roadways and trees. Works with the Town Engineer and ADA Coordinator on Sidewalk and access issues that may give rise to claims. Monitors and coordinates insurance companies which provide services to the Town. Reviews and approves the insurance premium billings and other insurance services billings. Prepares Risk Management Budget.

    Knowledge, Skills and Abilities: Complete knowledge of the principles and practices of risk management programs relating to general and financial liability protection; financial and legal requirements for developing, implementing and administering self-insurance plans. Knowledge of insurance claims processing with emphasis on casualty and worker’s compensation claims. Knowledge of laws pertaining to worker’s compensation claims and heart and hypertension. Considerable knowledge of worker’s compensation, casualty and liability insurance. Considerable knowledge of safety and loss control administration principles and practices as applied to Town operations. Ability to develop and administer safety training programs. Knowledge of public administration principles and practices as applied to risk management programs. Considerable ability to communicate orally and in writing and to coordinate varied and complex risk management activities. Ability to administer policies and procedures with authority. Ability to prepare reports and analysis of Risk Management programs. Ability to inspect and investigate accident and loss occurrences and to prepare appropriate reports to remedy problems. Ability to analyze work conditions and recommend alternative methods and procedures. Considerable ability to establish and maintain effective working relationships with co-workers, supervisors, department heads, contractors, insurers, attorneys and general public. Knowledge of municipal government preferred. Proficient in Microsoft office including Word, Excel and other software for working in a risk management environment.

    Minimum Qualifications Required: A bachelor's degree from an accredited college or university in Insurance Administration Risk Management, Safety Management, Public Administration or a related field, plus seven (7) years of extensive professional experience in administering loss control and risk management programs, specifically self-insurance programs or an equivalent combination of education and experience. An Associate in Risk Management (ARM) or Associate in Risk Management – Public (ARM-P) Degree preferred. Certified Property Casualty Underwriter (CPCU) designations desirable A Certified Playground Inspectors License would also be helpful.

    License or Certificate: Must possess and maintain a valid Connecticut driver's license. Will possess a CT All-Lines Adjuster License or secure the license within 6 months of hire.

    Physical, Mental Exertion/Environmental Conditions: Performs duties both in an office environment and in the field. Must be able to speak clearly and interact with employees and the public. Work will involve driving a motor vehicle. Must be able to inspect buildings for safety purposes, which may include climbing stairs, using a ladder, inspecting small tight spaces which require bending, kneeling and twisting. Must be able to use a personal computer and be familiar with town computer applications as well as accessing and using the Town's e-mail system.
