This position is responsible for leading critical county-wide safety and security programs from within the County Executive Office. A successful candidate will focus on risk reduction, training, and safety while balancing various department needs with the operational success of the County.

    The successful candidate will:
    • Coordinate the County's risk management program including safety, liability, and worker's compensation, serve as the County Safety Officer, perform a variety of complex, professional, and analytical activities in support of assignments, and perform related work as required.
    • This is a single-position class reporting to the County Executive Officer or designee. The incumbent is responsible for performing professional-level risk identification and analysis; recommending appropriate risk control/financing techniques; implementing chosen techniques; and monitoring the results for effectiveness. 
    • As Safety Officer, the position will ensure a safe, secure, and healthful work environment in compliance with State and Federal regulations.

    Job Duties:
    • Provide supervision to support staff or contractors including assigning, directing, training, reviewing, and evaluating subordinates or projects.
    • Prepare budgets for general liability, workers' compensation, and general fund insurance programs; authorize payments from funds; monitor fund balances; develop cost allocation plans for departments.
    • Coordinate compliance with the Americans with Disabilities Act. 
    • Conduct safety inspections and prepare reports of findings and recommendations for remediation; make suggestions for accident prevention; conduct and/or arrange for safety training; prepare written policies and procedures for compliance with State and Federal safety regulations and attend and coordinate departmental safety meetings.
    • Follow the status of workers' compensation claims with a third-party administrator (TPA); serve as liaison with departments, legal counsel, and the TPA; make recommendations for settlement; and coordinate return to work and modified duty programs. Lead staff training to reduce or eliminate industrial injuries and possibly implement a wellness program. 
    • Review and analyze reports of industrial injuries, motor vehicle accidents, and reports on employee and non-employee accidents to enhance loss control.
    • Review and interpret actuarial reports and make recommendations for reserve levels and funding of self-insured programs. Analyze schedule of values for completeness and accuracy of real and personal property; secure appraisal of property; file and coordinate claims for damages; coordinate coverage with selected provider.
    • Review contracts for risk identification, make recommendations on types and limits of insurance, and ensure compliance with risk transfer techniques.
    • Review tort claims for legal sufficiency; conduct investigations of allegations; make recommendations for settlement or denial of claim; monitor denied claims to determine if a lawsuit is brought; monitor expenditures and reserve levels of litigated claims; report claim status to excess carrier; and, maintain liability claims register.

     Minimum Requirements

    Education:
    Bachelor's degree from an accredited college or university in risk management, insurance, business or public administration, or a closely related field.

    Experience:
    Three years of professional-level experience in risk management, industrial safety, loss prevention, claims administration or municipal administration. Certification by the Insurance Institute of America as an Associate in Risk Management may be substituted for one year of experience.

    Licenses:
    Possession of a valid California driver's license within 30 days of hire.
