    Duties/Functions

    The incumbent is under the direction of the Criminal Investigations Captain. The incumbent's primary responsibility is the investigation of Criminal Offenses which forwarded to the United States Attorney's Office, or La Paz County Attorney's Office within the jurisdiction of the Colorado River Indian Tribes (CRIT) Reservation. The incumbent is responsible for the investigative planning and recovery of evidence, diagramming the location of each piece of evidence, ensure proper cataloging and its storage, photographing the evidence and location of recovery. Maintain a photograph log of each piece of evidence. The incumbent will provide in-depth investigative duties requiring comprehensive law enforcement knowledge and skill involving a high degree of independent judgment, immediate decisions, and a high degree of initiative and resourcefulness. The incumbent will be involved in surveillance for gathering intelligence on criminal activity; processes and disseminates criminal intelligence records in accordance with Tribal, Federal, State, and local laws and guide-lines; coordinates, investigates, apprehends, arrests and detains all persons suspected of violations of Tribal, Federal, State, and local laws; testifies at hearings and trials in various jurisdictions; secures search warrants and arrest warrants. The incumbent must work cooperatively with the CRIT Office of Attorney General's through all stages in the investigation process and trial process, but not limited to.

    Other duties may be assigned at the discretion of the Supervisor or Chief of Police to fulfill the Department’s needs, objectives and or goals.

    NOTE: He or she will be subject to 24 hour call out and will be required to reside within 40 miles. of the exterior boundaries of the Colorado River Indian Tribes Reservation.

    EXPERIENCE AND EDUCATION REQUIREMENTS:

    At the minimum, the applicant must possess a diploma of graduation from an accredited High school (or GED equivalent); successful completed a combination of education, including current certified training from an accredited State POST Academy or Federal law Enforcement Academy, and a minimum of five (5) years of Patrol experience that includes preliminary investigations. The applicant will also be required to complete the Federal law Enforcement Training Academy for Criminal Investigator Certification in Glynco, Georgia, within one year of employment NO ACCEPTIONS, or the bridge program for those applicants with BlA certification. (The Bridge Program is a Criminal Investigation certification Program which allows an Investigator to complete a three-month program in one month, depending the applicant is Bureau of Indian Affairs Police Academy graduate.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of crime scene investigation skills, techniques and report writing. Ability to plan, organize and prioritize work to meet deadlines.

    Knowledge of crime scene policies, procedures, and protocols for the collection and storage of all evidence.

    Knowledge of crime scene photography procedures and techniques as it relates to the mission of Law Enforcement, including the investigation of narcotics, Federal rules of Criminal procedure and Evidence, Courtroom etiquette, rules of evidence, and rules of testimony; and knowledge of Tribal, Federal, and State Court decisions which impact Tribal law Enforcement on Indian lands.

    Knowledge of constitutional Protection afforded individual, including rules concerning search, seizures, arrests, questioning suspects and collection of evidence.

    Skill in providing oral and written briefings, reports, and recommendations to meet program and contracting requirements.

    SPECIALIZED EXPERIENCE

    The applicant must demonstrate progressively responsible investigative experience which demonstrates:

    Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent information.

    Ability to think logically and objectively, to analyze and evaluate facts, evidence, and related information and arrive at sound conclusions.

    Skill in written and oral reports and presentations of investigative findings in a clear, concise and impartial manner

    Tact, discretion and capacity for obtaining the cooperation and confidence of others.

    BASIS OF RATING:

    All applicants for this position will be rated and ranked based upon the extent and quality of their experience, training and/or education as reflected on the application. Applicants will be further evaluated according to the degree to which they possess or have the potential to acquire knowledge, skills, abilities, and personal characteristics as listed below. The judgment of qualifications will be based on the material submitted; therefore, it is to the applicant’s advantage to give complete and thorough responses in a neat and organized format.

    Qualifications, Tribal, Indian, and veteran's preference eligibility will be determined on the basis of information submitted.

    SECURITY, CLEARANCE, AND BACKGROUND REQUIREMENTS

    In accordance with Public Law 101-630, Indian Child Protection and Family Violence Prevention Act of 1990, the applicant must successfully complete a thorough background investigation and successfully complete a drug screening test prior to appointment. The background investigation will include: applicant screening, criminal history check, credit check, work history check, education check, fingerprint check, oral board review, polygraph examination, and psychological evaluation. Applicant must pass a medical examination and perform the Physical Efficiency Battery (PEB) test prior to appointment; and successfully perform the PEB annually as part of the physical requirement.

    Under Title VII of the Civil rights Acts Sections 701(b) and 703(i) explicitly exempts from coverage the preferential employment of Indian by Indian Tribes. Therefore, CRIT acknowledges and extents preferential treatment to all enrolled CRIT Tribal members who qualify toward all employment opportunities; otherwise CRIT does not discriminate against employees or applicants based upon race, color, sex, religion, or national origin.

    OTHER REQUIREMENT:

    The applicant is required, as an incidental duty, to operate a government-owned or Tribal leased motor vehicle, in the performance of duties; therefore, a valid state driver's license is required. The applicant must also have a safe driving record within the three (3) year of appointment, and meet the safe driving requirements of the Tribes.
