Curriculum Manager manages the design and development of training programs, curriculum, methods, and materials for various audiences, including employees, managers, customers, or other learners. Oversees skill assessments and collects input to identify training or development needs, goals, gaps, and requirements. Being a Curriculum Manager consults with subject matter experts to define learning objectives and to design appropriate course content and training curriculum. Develops curricula supporting defined competency models or skill frameworks. Additionally, Curriculum Manager provides outlines, syllabus, lecture notes, and materials for in-person or online courses and self-study programs. Participates in the selection of software or collaboration tools used for training. Establishes metrics used to evaluate training effectiveness and analyzes outcomes to determine ROI and recommend changes to programs. May select and manage vendors that provide training materials or conduct training. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Curriculum Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Maintenance Curriculum Developer/Trainer

    About the Work Unit

    The Maintenance Training Services Unit in the Division of Maintenance and Operations focuses on providing effective training for CDOT's maintenance and operations and region positions. 

    About the Position
    The Maintenance Curriculum Trainer position a versatile, experienced curriculum developer and trainer who can train on multiple topics and get up to speed quickly on new topics. 
    This position will collaborate with the other technical and leadership trainers to continuously improve course content and research other training formats. This position must be a team player in all ways who brings new, innovative ideas to the table and who learns from the other team members to improve their own training capabilities. This position helps assess training needs, develops curricula to meet those needs, delivers training, and evaluates the effectiveness of training based on measurable outcomes. Lastly, this position manages the design, development and implementation of training programs for the following specialty areas:  mechanics, electricians, bridge/welding certification, traffic services and fiber optics.

    Your duties and responsibilities will include, but are not limited to, the following:
    • Collaborate with various stakeholders to continuously improve course content and evaluate training formats;
    • Evaluate and identify training and development needs and objectives;
    • Develop curricula to meet new training needs and objectives, including designing, developing and revising course content;
    • Measure training program effectiveness and modify course content, delivery method, etc. to ensure training needs are met;
    • Identify changes and updates in training needs due to changes in strategic goals, policy, statistics, and applicability through continuing communication with employees, management, and business partners;
    • Create, update and manage all learning materials for participants;
    • Manage training projects as assigned, such as leading the efforts to plan, organize and schedule National Highway Institute (NHI) training;
    • Develop program delivery schedules;
    • Develop and manage appropriate filing systems to maintain employee and work unit records;
    • Manage and analyze data in the Learning Management System (LMS) (CDOT uses the training management system module within SAP as the LMS); create standard and ad hoc reports, identify trends and/or issues, present data analysis results via charts, graphs, tables, etc., and evaluate and make recommendations for both eLearning and classroom instruction;
    • Review and validate data in the LMS; monitor and input data pertaining to course registration and administration, course attendance, course evaluations, and tracking and scheduling records;
    • Determine appropriate method for effective delivery of course content;
    • Decide what method(s) to use to evaluate training program effectiveness;
    • Make necessary modifications to course manuals and resource materials;
    • Assemble training manuals and materials;
    • Coordinate and participate in classroom set-up;
    • Partners with both internal and external customers to utilize their expertise in order to provide training needs and employee development opportunities;
    • Familiarize instructors with Maintenance & Operations Training Services policies and procedures;
    • Provide consultation and collaboration with CDOT business units and regions on projects to support employee development and training;
    • Work with the Maintenance & Operations Training Services team and other stakeholders to evaluate and identify needs and topics of organizational development projects;
    • Act as a training resource, answer questions related to individual/departmental/organizational training and learning;
    • Participate in continuing education to improve and enhance work performance;
    • Other job duties as assigned.
    Work Environment: 
    • Primarily 7:00 am – 5:30 pm work hours, Monday-Thursday in an office setting.  Hybrid work office/remote offered

    • Travel required during work hours throughout Metro Denver/Front Range

      Occasional overnight travel (up to 15-25%)  throughout

    • Required to operate CDOT vehicles

    Minimum Qualifications  

    Seven years of experience in the following:

    • Four years of experience in curriculum development

    AND
    • Three years of instructor led training or providing on-the-job training experience with an emphasis on technical training. 

    OR

    A Bachelor's degree from an accredited college or university in Education, Curriculum and Instruction, Organizational Development, Leadership, Human Resources Management, or a closely related field of study. 

    AND
    • Three years of instructor led training or providing on-the-job training experience with an emphasis on technical training. 

    Substitutions:

    A graduate degree in the required above fields will substitute on a year for year basis for the instructor led training or on the job training experience.

    • Demonstrated success with the duties listed in the Description of the Job section;
    • Years of State service experience related to the duties of this position;
    • Highest work/personal ethics and integrity;
    • Possess a CDL license;
    • Extensive experience in delivering a wide range of technical training courses to adult audiences;
    • Conducted training and organizational development need assessments;
    • Working knowledge of talent management, change leadership, and OD theories, principles, and practices and the ability to translate complex ideas into simple, business-focused application;
    • Demonstrated competency in both small and large group facilitation and planning, individual and team coaching, design and delivery/facilitation of leadership and team development sessions; coaching certification preferred;
    • Must have a good sense of humor paired with strong personal accountability, and the ability to build excellent working relationships with the team, peers, and stakeholders;
    • Ability to maintain a high level of confidentiality and work with highly sensitive data and information;
    • Comprehensive understanding and application of theories, principles, and best practices of organizational development, adult learning, and curriculum development;
    • Demonstrated ability to determine training and development needs for specific program areas and/or organizational initiatives;
    • Change management skills; sound working knowledge of theoretical change management models and practical experience in managing change initiatives;
    • Developing high quality training material within a collaborative team environment;
    • Extensive professional experience in organizational development;
    • Experience in partnering with diverse customers, professionals, consultants, stakeholders and staff in order to assess training needs and organizational development activities;
    • Strong verbal and written communication skills.
    • Effective interpersonal and relationship-building skills.
    • Strong commitment to safety.
    • Excellent reasoning, analytical, troubleshooting, and problem-solving ability.
    • Strong attention to technical detail and accuracy.
    • Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail, SAP, and the ability to quickly learn other software systems.
