Overall Position Summary and Objectives
User Engagement and Service Delivery Specialist focused on the Inflation Reduction Act (IRA) within the Climate Information Services Branch. In this pivotal position, you will provide development support for use-inspired products and services by assessing user needs, conducting user engagement activities tailored to IRA priority sectors, and translating user requirements into design specifications for product development.
Responsibilities:
• Provide leadership and direction for day-to-day activities of the user engagement team
• Provide development support for use-inspired products and services by assessing user needs and aligning development efforts with IRA priorities.
• Design and conduct user engagement activities tailored to Inflation Reduction Act (IRA) priority sectors, fostering meaningful collaboration.
• Extract, define, and translate user functional requirements into design specifications for product development, ensuring alignment with user needs.
• Develop and deliver user analytics for IRA and Bipartisan Infrastructure Law (BIL) activities, contributing to the assessment of project impact.
• Document the effectiveness of NCEI’s product suite in meeting user needs, providing insights for continuous improvement.
Required Skills:
• Experience leading and managing diverse and geographically dispersed teams to achieve objectives and meet quality expectations
• Experience in development support for products based on user needs, ensuring the successful alignment of products with user requirements.
• Strong time management and organizational skills with the ability to plan and/or conduct multiple user engagement activities concurrently
• Strong user engagement and communication skills, fostering positive relationships with stakeholders and project collaborators.
• Proficiency in translating user requirements into design specifications, guiding product development efforts.
• Ability to document and analyze user engagement effectiveness, contributing to ongoing project assessment.
Preferred Skills:
• Experience working in software development teams, including the use of Agile or similar methods.
• Understanding of climate products relevant to finance, insurance/reinsurance, and retail sectors
• Experience with climate science or related fields at local, regional, and national levels
• Familiarity with Salesforce or similar tools for tracking and managing stakeholder interactions
Minimum Qualification/Requirements:
• Bachelor’s degree in a relevant field, emphasizing communication, technical writing, requirements development, or related disciplines.
• 10 years of relevant work experience
