Introduction:
The purpose of the Child and Youth Programs (CYP) Child Development Center (CDC) Assistant Director position is to assist the CDC Director in overseeing a developmentally appropriate CDC program. A CDC Assistant Director is assigned to a CDC and the incumbent is expected to work with the CDC Director with minimum supervision toward the overall objectives of administering the program. Work is subject to review for adequacy of program accomplishments, effectiveness, and compatibility with other work, and compliance with requirements.
Major Duties and Responsibilities
Major duties and responsibilities of the CDC Assistant Director include program management, budgeting and financial management, personnel management, program operations, interactions and relationships, and compliance. These tasks are summarized below.
Program Management
Directs, administers, and supervises overall operation of the designated CDC. Applies professional knowledge of child development principles to supervise facility based programming of quality, affordable, safe, healthy and developmentally appropriate childcare and preschool services for children of active duty Marines and DoD civilian personnel.
Assists with the development and supervision of a developmentally appropriate CDC program that promotes the social, emotional, physical and cognitive growth of children 6 weeks to 6 years old. Assists in providing program oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), United States Marine Corps (USMC), and local policies and standards.
Assists with development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation. Assists with collection and maintenance of statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel. This may include hours of operation, transportation to schools attended by eligible patrons, and programming needs of the military community.
Provides oversight for services that may include: part day preschool programming for selected days of the week, evening child care for selected days, and occasional hourly and supplemental child care.
Participates in the CYP Inclusion Action Team meetings as required. Helps to coordinate staff training that includes reference to food and environmental allergies or physical disabilities, and policies and procedures on special needs accommodations. Maintains supporting documentation on special needs and ensures proper attention is provided for each child.
Ensures maintenance of appropriate standards for facility condition, safety and sanitation. Submits work requests to maintenance as required. Recommends purchase of equipment and supplies to adequately maintain the facility and associated childcare programming.
Helps ensure required inspections are conducted by health, safety and fire officials. Monitors cleanliness, sanitation, health, fire and safety standards in the designated facilities, play areas, playgrounds and surrounding areas of responsibility. Ensures completion of a daily inspection checklist. Follows up on corrective action for identified deficiencies and prepares and forwards applicable responses and reports.
Budgeting and Financial Management
Assists in overseeing the collection, accurate accounting and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. Adheres to authorized methods of acquisition.
EVALUATIONS:
(1) A Bachelor's degree in child development, early childhood education, family and consumer science (early childhood emphasis), elementary education, special education, or other degree appropriate to the position from an accredited college AND 1 year of full time experience working with children and/or youth
OR
(2) A combination of education (at least 24 semester hours) and experience, or additional course work, that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth.
Satisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide child care services. Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoD training requirements within the specified time including orientation, initial, DoD Standardized Module Training, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver's license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
