EMERGENCY MANAGEMENT DIRECTOR

  • Serves as the Emergency Management Coordinator under the Emergency Management Act, Act 390 of 1976. Coordinates emergency planning effort with all political jurisdictions within the County. Ensures emergency plans meet State and Federal regulations and acts as an agent in securing disaster relief monies.

    Directs and coordinates the development of the County’s emergency action guidelines (EAG). Updates the plan as needed. Ensures programs and activities comply with federal, state, and local laws, rules, regulations, and guidelines. Oversees the implementation of all functions necessary during an emergency or disaster in accordance with the EAG.

    Assists local jurisdictions in Jackson County with over 10,000 residents to develop Emergency Support Plans and keep them current in compliance with Act 390 of 1976.

    Staffs the Local Emergency Planning Committee (LEPC) and is responsible for developing emergency operations plans for facilities in the County which use hazardous materials pursuant to federal provisions.

    Prepare and update emergency management plans that describe the purpose and scope; provide a concept of operations; and describe and assign roles and responsibilities to county departments and external partners. An example includes the Emergency Action Guidelines (EAG), its annexes and hazard specific appendices.

    Responsible for the coordination of all drills and exercises carried out in preparation for emergencies. Develops and/or implements exercises and drills to ensure that involved agencies know their responsibilities annually at minimum, in accordance with the Homeland Security Exercise and Evaluation Program, and guidelines as established by the Michigan State Police Emergency Management, and Homeland Security Division. Coordinates the use of various forms of communications to ensure and improve interdepartmental communication in times of disaster.

    Responsible for the development and maintenance of the Emergency Operations Center, from which emergency operations are directed and controlled. Establishes, maintains, tests and evaluates the operational system for response, including coordinating efforts of participants during emergency operations and exercises, and ensuring emergency operations center staff members have National Incident Management System (NIMS) training as appropriate for their duties. Also staffs the EOC as the EOC Director when activated.

    Identifies vulnerable and special needs populations in the county, and ensures that responsible public and private entities develop effective protocols to notify and protect them in the event of natural disasters, CBRNE and other emergencies.

    Responsible to the State Police Emergency Management Division to provide proper information and documentation in times of disaster so the county will be eligible for state and federal reimbursement should they be available.

    Arranges for the recruitment, appointment and utilization of volunteer personnel.

    Develops and delivers training and informational presentations for emergency responders, community groups, and businesses, educational, commercial and agricultural organizations.

    Chairs the Local Planning Team (LPT) - representatives from each of the emergency response disciplines (i.e., emergency management, fire services, law enforcement, emergency medical services, hazardous materials, public health, health care, public works, government administrative, public safety communications and cyber security. This group is responsible for project allocation of Homeland Security Grant Program funds.

    Serves as the Jackson County representative on the Region 1Homeland Security Planning Board.

    Maintains and manages warning and emergency notification systems used to instruct the public, including planning, budgeting, annual maintenance, and repairs. Coordinates emergency notification systems and procedures with the Jackson County 911 Dispatch Center.

    Serves as an active member of the Jackson County Safety Committee and is responsible for coordinating all County building safety drills (fire, tornado, active shooter, etc.).

    May be asked to respond to emergencies on a 24-hour basis. Other duties as assigned by County Administrator.

    SALARY COMMENSURATE WITH EXPERIENCE:

    Employment Qualifications

    Education: Bachelor’s degree preferred; Associate Degree in emergency management, public safety, criminal justice, or in a related field of safety is required. At the discretion of the County Administrator/Controller, an equivalent combination of education and extensive, progressive experience in those areas may be considered.

    Experience: Preferred candidate will have four to five years of experience and responsibility in: emergency management, emergency communications, emergency response, and emergency operation center management. Experience can be drawn from the fields of emergency management, public health, safety, security, emergency communications, and emergency response administration.

    Other Requirements: Ability to successfully complete and obtain certifications in NIMS 100, 200, 300, 400, 700 and 800 as required by state and federal mandates within two years of hire and Professional Emergency Manager (PEM) certification within two years of hire.

    Ability to interact professionally, constructively, and diplomatically with top level administrators, other employees, representatives of the business community and other governmental units and the general public, both orally and in writing.

    Must be physically and mentally able to perform the essential duties of the position. Possession of a valid Michigan driver’s license.

    Ability to respond to emergencies or service needs on a 24-hour basis.
