Data Management Director manages the planning, designing, and developing of an organization's databases. Develops policies and procedures to lead and manage a team of database engineers. Being a Data Management Director designs and modifies procedures to ensure the performance, scalability, and security of databases.     Purpose/Vision/Mission

    Peer Washington’s purpose is to provide peer emotional support and development services to:

    a. Washington state residents impacted by temporary or chronic addiction, mental health and/or HIV/AIDS or other sexually transmitted diseases.

    b. Target disparately impacted communities through site expansion operated as a dba of Peer Washington named for location and guided by a charter identifying the target community served.

    c. Maintain safe space for members identified as lesbian, gay, bisexual, transgender, gender non-conforming or other sexual minorities at all our locations regardless of the target community.

    d. Services shall be open to any person impacted by addiction, mental health, or HIV/AIDS; however, outreach for each site will be directed toward the community identified in the site charter.

    e. Our work is done in a spirit of safety, trust, inclusiveness, and celebration of individual differences.

    General Summary

    Data management is essential to understanding who and how we are serving the members of Peer Washington, evaluating the effectiveness of our service delivery, measuring the progress of our members in reaching their goals, maintaining appropriate documentation in accordance with our contracts with funders, and providing appropriate and timely data specific to contract deliverables in conjunction with monthly invoicing and in accordance with applicable law. The Director of Data Management has responsibility for database tool selection, configuration, management, user training, and service execution reporting. Their responsibility also includes developing the approach to data collection in partnership with the division leads and under the direction of the CEO in a manner that is keeping with our organization’s founding principles and peer practice principles. This position is also responsible for maintaining and ensuring that our data systems adhere to information integrity through the development of written standard operating procedures, documenting consistent user processes, and regular reviews of data integrity including any necessary data scrubbing to remove erroneous information. This work is managed by the data staff to a great degree under the supervision of the Director of Data Management.

    Primary Responsibilities

    Data System Management

    • Participate in the contract negotiation process to advise on opportunities to meet requested objectives along with sharing concerns about data collection requirements that are within or beyond our capability, appropriate to our values and whether the scope of work falls within the bandwidth of the data team.
    • Update, and enrich our data collection system(s) for ease of use and collection of quantifiable data related to the ongoing data collection specific to programming and funding streams.
    • Assess and implement the use of other programs to enhance data collection and enrich the program tracking process of services at all Peer Washington locations.
    • Manage system updates, access, and functions of our data collecting system(s).
    • Problem solve issues and conflicts as they arise.
    • Maintain data management plans and instructions for operating systems.
    • Ensure data and information security by integrating and upholding digital security protocols and policies.
    • Ensure that data collections systems and processes adhere to HIPAA and CFR 42 part 2 regulations.
    • Having regular engagement with service leads to inform opportunities for improvement to the data collection process.
    • Work with direct reports and/or other organizational leadership staff in the planning and logistics of all data collection including denial of data requests that do not adhere to our values or capabilities.
    • Work with outside consultants as necessary to enrich our data collection.
    • Evaluate and implement system integrations as needed.
    • Responsible for periodically reviewing our current data collection system against other systems available on the market to ensure we are running the most cost effective, security compliant, cross divisional capable system (when possible) with minimal user interface and training.
    • Work in partnership and advisement with the CEO in new and renewing annual contract negotiations.
    • Provide annual cost forecast to the CEO and accounting for budgeting purposes.

    User Onboarding & Management

    • Create and manage onboarding documentation to ensure folks are given resources for both understanding the system and our implementation of it.
    • Ensure access by staff member meets the needs specific to the functions of their role including access to data appropriate to the performance and reporting of their position.
    • Oversee/implement ongoing training for staff on how to access and use our data collecting systems.

    Reporting

    • Create a system to ensure a full understanding of reporting expectations including the data source and any formulas associated with the metric.
    • Strive to meet or exceed all grants/contracts data collection and reporting requirements.
    • Provide data for funder reporting on structured basis.
    • When possible, create a dashboard of data summary based on need (management, accounting, grant writing, contract reporting, etc.)

    General

    • Recruit, train, supervise, and mentor direct reports.
    • Maintain open communication and effective working relationships with fellow staff members based on mutual respect and reasonable and timely expectations that promote a positive working environment.
    • Strive to respond to all phone calls and emails within 1 business day.
    • Must be available by phone to address extreme issues that occur during evenings and weekends.
    • Maintain clear communication with staff and volunteers, and keep the CEO updated on your weekly schedule and copied on all important communication.
    • Continue to engage in learning opportunities that help to inform the functions of this position.

    Required Qualifications

    • Two to three years Database Management experience.
    • Recent/Current management experience: supervision, project management, reporting, budgets, scheduling, etc.
    • Excellent organizational, documenting, and written/verbal communication skills.
    • Ability to work independently, to manage time effectively, and organize and prioritize daily workload.
    • Ability to meet deadlines in a fast-paced quickly changing environment.
    • Ability to problem solve issues and resolve conflicts as they arise.
    • Resourceful in finding information, answers, and researching technology.
    • Strong interpersonal skills both positive and professional.
    • Ability to pivot/adjust to meet the needs of shifting priorities.
    • Maintain confidentiality and discretion with sensitive information.
    • Have a working knowledge of federal and state contract requirements, department functions, policies, practices, and methods to effectively perform duties.
    • Excellent program development and management skills.

    Compensation

    • Starting salary $98,786 – $111,394
    • Bi-annual bonus potential
    • Paid Vacation Time – 3 weeks per year, accrued at 4.615hrs per biweekly pay period, 120-hour maximum annual carryover.
    • Paid Sick Time accrued at 4.615hrs per biweekly pay period, 120-hour maximum annual carryover.
    • Three personal days if hired before September 1, 2024, one personal days if hired after August 31, 2024, three personal days per year thereafter.
