Public Utilities Specialist (Data Management/Analysis)

    As a Public Utilities Specialist (Data Management/Analysis), you will:

    • Analyze program policies and decisions to determine impact on data support requirements and recommend changes in business and/or data processes to improve the quality and relevancy of powerflow data.
    • Develop and maintain data management processes for powerflow base case needs. Partner with BPA Customer Service Engineers, or customer utilities directly, to gather new or updated powerflow data in support of base case creation.
    • Work in the Transmission Grid Modeling group to resolve problems associated with utilities' data submittals for use in the Western Electric Coordinating Council (WECC) base case development process for the Northwest (NW) control area which includes equipment ratings and other equipment modeling parameters. This includes working with BPA's Customer Service, Operations, and Planning Engineers to resolve all associated transmission modeling issues for specific utilities and their equipment based on current and future topology.
    • Communicate information that affects the quality of powerflow data to technical experts and management officials. Prepare briefings, reporting, and presentation materials on the objectives, methods, status, metrics and findings of the powerflow data quality and powerflow data performance metrics.
    • Lead user groups in analyzing work processes and data support requirements, identify data that needs to flow among users and analysts, and work hands-on to better integrate the powerflow data needs among several customers.
    • Initiate and implement database changes and assist with testing and troubleshooting to ensure that changes are properly integrated and meet compliance and other program requirements.

    Qualifications

    SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as: Experience in a range of concepts, laws, regulations, and policies applicable to public utility operations to 1) analyze data issues to solve problems impacting powerflow users respective functions, and 2) to maintain data integrity or develop processes or policy to ensure changes meet compliance and other program requirements.

    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Physical Demands: The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc.

    Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
