Being a Data Scientist interprets results from multiple structured and unstructured data sources using programming, statistical, and analytical techniques and tools. Collaborates with teams to understand each data analysis projects' underlying purpose, focus, and objectives. Additionally, Data Scientist designs, develops, and implements the most valuable data-driven solutions for the organization. May require a master's degree in computer science, mathematics, engineering or equivalent. Typically reports to a manager. The Data Scientist work is closely managed.   • Data Scientist-Healthcare Analytics: Item 1292  Remote position Summary: This individual will assist managers and researchers in the Office of Quality and Patient Safety in a broad range of data management, analysis, programming and reporting activities and will be responsible for conducting analyses from existing NYSDOH, state and federal data sources that can be used to plan and evaluate Value Based Payment (VBP) related initiatives. Duties:Coordinates with the collection, tracking and reporting on performance measures related to Integrated Care for Kids Project; such measures include, but are not limited to, effectiveness of care, participant experience, access to care, and utilization of services. Conduct analysis from existing data sources maintained in the NYSDOH (Quality Reporting Requirements, VBP Reporting Requirements, and Medicaid claims and encounters) and other state and federal data sources that can be used to plan and evaluate VBP related activities. Respond to ad hoc analytical and data management (including linking) requests from other DOH Offices and provide technical assistance as needed. Develop, create and program conceptual, logical and physical data models and determines appropriate method to represent the data. This includes but is not limited to extract, cleanse, sort and merging of data from large administrative data sources. Provide technical assistance to program areas within the Department, as appropriate. Ensure the accuracy of program analysis and reports: develop programming logic for analysis and reporting functions, including edit checks, batch process, and quality checks to insure consistency and integrity of information. Develop, implement and review data validation documentation with program staff on an ongoing basis.  Develop and refine Statistical Analysis System (SAS) programs for validity and use, as requested. Collaborate with other researchers on research designs, methods, analysis, and production of reports, as well as contribute to research manuscripts, documentation and sharing of findings with other states/interested parties. Accept additional responsibilities in response to the Office’s evolving needs. Basic Qualifications:8 years of SAS, SQL, Tableau, Python, R or equivalent analytical/programming software experience Proficient in MS Word, PowerPoint, Visio & Excel  Desired Characteristics: Experience with data collection and analysis of large data sets. Proficient in the use of SAS, SPSS, SQL programming or similar languages. Experience with or knowledge of New York State public health insurance programs is preferred. Exceptional analytical and communication (both written and verbal) skills with the ability to present data and findings to interested parties with varying technical backgrounds.
